Mayor Gamec introduced the following resolution and moved for its adoption: RESOLUTION tt02-05-129 A RESOLUTION ADOPTING FINDINGS OF FACT 110614 TO REZONE CERTAIN PROPERTY FROM B-1 BUSINESS AND B-2 BUSINESS TO R-3 URBAN RESIDENTIAL WHEREAS, on April 9, 2002, the City received an application to rezone certain property in accordance with Section 9.03.03 of the Ramsey City Code. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That Oakwood Land Development, Inc., hereinafter referred to as "Applicant," has properly applied to rezone certain property from B-1 Business and B-2 Business to R-3 Urban Residential. That the Planning Commission conducted a public heating pursuant to Section 9.03.03 of the City Code on May 2, 2002, and said public hearing was properly advertised, and the minutes of said public hearing are hereby incorporated by reference. 3. That the property proposed to be rezoned is legally described as follows: The East Half of the Southeast Quarter of the Northeast Quarter, Section 23, Township 32, Range 25, Anoka County, Minnesota 4. That the total area of the property to be rezoned is approximately 18.6 acres in size. 5. That the Subject Property is currently zoned B-1 Business and B-2 Business and is located within the boundaries of the current Metropolitan Urban Service Area (MUSA). o That the adjacent property to the north is in the process of being rezoned from R-1 Rural Residential to R-1 Urban Residential, the property to the east is zoned R-3 Urban Residential, the property to the west is zoned R-1 Rural Residential and the property on the south side of Alpine Drive N.W. is owned by the City of Ramsey and identified on the official zoning map as Quasi-Public Open Space. 7. That the 2001 Comprehensive Plan designates the property for low density residential development. o That on February 7, 2002, the Planning Commission conducted a public hearing regarding numerous proposed amendments to the 2001 Comprehensive Plan and recommended that City Council approve reclassifying the Subject Property from low to medium density residential.
