· Public Works Department/addition of a separate Utilities Division <br />· Fire Department <br />· Community Development Department <br />· Finance Department <br /> <br />Councilmember Elvig .inquired about the City's obligations under hiring guidelines, and if the <br />guidelines are in writing. He indicated he has had problems in the past with people inquiring <br />about a position and being of the opinion that it was not fair when they would try to fill positions <br />fi'om within. <br /> <br />Assistant City Administrator Nelson indicated the AFSCME contract requires positions to be <br />posted internally, regardless of whether staffthinks there is a qualified employee. Staff is not <br />required to recruit internally for non-union employees. Staff has some latitude to recruit <br />internally if the opportunity presents itself, although they hire externally for about 95 percent of <br />the positions. There is not a written personnel policy for non-union employees. <br /> <br />Councihnember Elect Jeffrey inquired if new titles and the salaries that go with that are <br />accounted for in the budget. <br /> <br />City Administrator Norman responded inlthe affirmative and explained those discussions took <br />place during the budget discussion in the summer. <br /> <br />Councihnember Cook commended staff on the work put into the organizational changes. He <br />stated the changes will make it a lot easer for development and growth in the City. <br /> <br />Councihnember Elvig indicated he agreed with the split between the administrative portion of <br />the budget going clown 20 to 30 percent and public safety increasing about 60 percent. <br /> <br />Mayor Gamec commented this was the year to make some moves with the levy limits being <br />released. He noted Ramsey's levy is set at 14 percent, while some cities have increased their <br />levies tip to 30 percent. <br /> <br />City Administrator Norman indicated this topic will be placed on the December 14th Council <br />meeting for Council consideration <br /> <br />2) Transportation Issues <br /> <br />E1 Tinklenberg of The Tinklenberg Group reviewed information associated with the following <br />transportation issues with the Council: <br /> <br />· Highway 10 Official Mapping Process, including status of property acquisitions. <br />· hnprovements on CR #116 <br />· Northwest River Crossing (Highway 169) <br />· Highway 47 <br /> <br />City Council Work Session/November 30, 2004 <br /> Page 2 of 9 <br /> <br /> <br />
