· Improve~ncnts north of Alpine Drive and Highway 47 <br />· Access to f-lighway 10 through the City of Anoka <br /> <br />City Administrator Norman indicated there has been a management team change in the Highway <br />10/169 Corridor Coalition. The Tinklenberg Group will be working with the coalition, and they <br />will be working with other cities and counties that may join in. <br /> <br />Mt'. Tinklenberg stated he would like to recognize the City of Ramsey for the leadership they <br />have provided in this process. He indicated the Mayor of St. Cloud requested that he convey to <br />the Ramsey City Council that he continues to be a very strong partner on the Highway 10 <br />Coalition, and would like to invite business partners and other counties to join in with this <br />coalition. <br /> <br />Councihnember Elvig inquired if the City has the ability to look into purchasing properties along <br />the corridor and leasing them back to the businesses. He noted this could be a great incentive to <br />businesses to be able to sell the property and lease it for a good rate. <br /> <br />Mi'. Tinklcnberg indicated he will find Out more information about what is permitted. His <br />understanding is the City has options in terms of how to use the land after it has been purchased, <br />as long as it does not interfere with the eventual use of right-of-way. <br /> <br />Councilmcmber Elvig inquired if relocatiOn costs would still be in effect if a property owner <br />were to be a willing seller and participate in the City purchasing the land and leasing it back to <br />them. <br /> <br />Mr. Tinklenberg replied the relocation costs are part of the RALF Fund. He indicated he would <br />determine what the situation would be if the property owner were to do a lease-back with the <br />City. <br /> <br />City Administrator Norman indicated staff would like to bring action to begin the official <br />mapping process for the Northwest River Crossing from the river to Highway 10. As part of this, <br />the long-term plan could mean changing the alignment of Highway 169, which Anoka County <br />would like to pursue. There are two pieces of property that would be affected by this, one is the <br />remaining 35 acres of this 40 acre parcel that Fire Station 1 is located on, and the other is the <br />property to the south of this location. He explained the official mapping requires a study, and <br />staff would like to bring this forward early next year for discussion. He noted the newly elected <br />Dayton City Council would like to work with Ramsey on the possible crossing. <br /> <br />City Administrator Norman reviewed that approximately three months ago, Mayor Gamec asked <br />staff to work with the access of Highway 47 to Highway 10. Staff was brainstorming with the <br />consultants, who proposed a fresh look on an old idea of Dysprosium Street being utilized as a <br />main collector street. Under this proposal Dysprosium Street would be used as a collector street, <br />and would cut across the Lord of Life property. The pastor of Lord of Life would like him to <br />meet with the Memorial Garden Committee to discuss the proposal, as that area is designated for <br />a ft|turc cemetery.
