Mayor Gamec directed staff to bring the information before the Council to vote on whether the
ordinance should go back before the Planning Commission with direction from the Council to
proceed, or whether the ordinance should be voted on at the Council level. There should also be
information brought before the Council on an amendment to the 4 in 40 in the comprehensive
plan. He requested it be on the agenda of the second Council meeting in January, and that staff
set up a tour or developments prior to this being on the agenda.

City Administrator Norman indicated there is an agenda item on the next Council work session
with an update on the 4 in 40 comprehensive plan amendment process. There will be a public
hearing held in January.

Mr. Bauer stated it seems clear that the consensus of the Council is that this ordinance does not
violate the comprehensive plan. He and Mr. Van Scoy have discussed this and are willing to
table that argument when it comes back to the Commission if there is a rationale for the
Commissioners that voted against the ordinance on that basis. This would allow the Commission
to look at some of the other issues in terms of the actual implementation of the ordinance.

4) Municipal Center Financing

Paul Donna of Northland Securities reviewed the following financing options for the acquisition,
construction and equipping of a new City Municipal Center facility:

General Obligation Bonds
Lease Purchase Revenue Bonds
General Obligation Capital Improvement Plan Bonds (NEW)

Mi'. Donna advised as soon as the Council is comfortable with the numbers on the project for the
Municipal Center it would be beneficial to move into the market, due to the trends in the market
lately.

City Administrator Norman indicated the bidding for the Municipal Center is not scheduled until
spring, but rates will likely go up before that. The Council may want to give staff direction to
bring this back in January or February.

Councilmember Elvig noted the Council still needs to have a financial debate regarding the old
site versus the new site.

Mayor Gamec noted based on the discussion, the general feeling seems to be to proceed with the
general revenue bonds.

Finance Officer Lund indicated the Capital Improvement Program will be on the agenda of the
December 14th meeting for adoption. To follow the CiP bonding route a public hearing would be
required before the bonds are issued. She indicated another question before the Council is
whether they would want to roll the parking ramp that is attributable to the City into the bonds.

City Council Work Session/November 30, 2004
Page 7 of 9
