Mr. Donna advised combining the parking ramp could allow a little more flexibility. <br />Assessments could be used to pay for the ramp portion of the bonds. <br /> <br />Councihnember Cook commented it may be better to have the needed funds in hand for the <br />ramp, rather than having to bond at a higher interest rate at a later time. <br /> <br />Mayor Gamec directed Mr. Donna to draft figures on the bonds with the parking ramp included <br />and without the parking ramp included. <br /> <br />Mr. Donna indicated he will start refining the numbers to show two scenarios, one with the <br />parking ramp included and one without the parking ramp. <br /> <br />Councihnember Elvig inquired if lease revenue bonds could be utilized if there is parking space <br />being leased out for a private party, such as a daycare or a coffee shop. <br /> <br />Mr. Donna replied renting of parking spaces to private parties would affect the nontaxable <br />standing. Taxable and nontaxable should be kept separate. <br /> <br />Mayor Gamec noted they would not want a private entity to think they do not need to pay for the <br />parking if the City is bonding for it. <br /> <br />5) Visioning Session <br /> <br />Assistant City Administrator Nelson reported the dates for the Visioning Session have been set <br />for February 99th and l0th, 2005. The session will likely be held at the Plymouth Radisson, and <br />Carl Neu has been secured. The agenda of topics will likely be similar to last year. <br /> <br />MAYOR AND COUNCIL <br /> <br />City Administrator Norman announced the following: <br /> · Staff proposes a joint meeting with the Planning Commission during the second portion <br /> of the January 4th work session to :discuss where they are going on the comprehensive <br /> plan. <br /> · The Troth in Taxation public hearing is scheduled for Monday, December 4th at 6:00 p.m. <br /> Thc work session will begin at 5:30 and will reconvene following the Truth in Taxation. <br /> <br />Mayor Gamec in fetched the Councilmember Elect they will be formally sworn in at the January <br />11th Council meeting.
