That on June 6, 2002, the Ramsey Planning Commission reviewed the sketch plan of Villas of <br />Meadow Point, and recommended that the applicant proceed to the preliminary plat stage <br />subject to compliance with City Staff' Review Letter dated May 30, 2002 and compliance with <br />City Ordinances. <br /> <br />3. That on July 9, 2002, the City of Ramsey received an application preliminary plat from the <br /> Developer, for a proposed plat called Villas of Meadow Point. <br /> <br />4. That on August 29, 2002, the Ramsey Planning Commission held a public hearing and <br /> considered the preliminary plat of Villas of Meadow Point. <br /> <br />That on August 29, 2002, the Ramsey Planning Commission tabled consideration of the <br />preliminary plat of Villas of Meadow Point to the September 5, 2002 Planning Commission <br />meeting to allow for the Developer to address concerns raised at the public hearing. <br /> <br />That on September 5, 2002, the Planning Commission reviewed the preliminary plat of Villas <br />of Meadow Point and the revisions to the plat based on the comments at the public heating <br />held on August 29, 2002 and recommended approval of the preliminary plat dated July 9, <br />2002 revised July 26, 2002, and revised August 15 and 29, 2002, revised September 5, 2002 <br />and drainage, grading, utility, and tree protection plans dated July 9, 2002, Revised August <br />28, 2002 , Revised September 5, 2002, Revised September 17, 2002 subject to certain <br />conditions. <br /> <br />That on September 24, 2002, the City Council reviewed the preliminary plat for Villas of <br />Meadow Point and tabled action on the preliminary plat until the October 8, 2002 meeting in <br />order to receive more information regarding the plat. <br /> <br />That on October 8, 2002, the City Council reviewed the preliminary plat of Villas of Meadow <br />Point and table action on the preliminary plat until the October 22, 2002 meeting in order to <br />received more information regarding the plat. <br /> <br />That on October 11, 2002 the City received correspondence from the State of Minnesota <br />Environmental Quality Board (the "EQB") stating that it had received a citizen petition <br />requesting that an Environmental Assessment Worksheet (the "EAW") be completed for the <br />Development. <br /> <br />10. That the City Council has reviewed the citizen petition and accompanying information in order <br /> to make a determination on the issues presented in the petition. <br /> <br />11. That Chapter 4410.4300 (19)(d) of Minnesota Rules states that a mandatory EAW must be <br /> conducted for developments that contain either 250 or more unattached units or 375 attached <br /> units. <br /> <br />12.
