That on June 6, 2002, the Ramsey Planning Commission reviewed the sketch plan of Villas of Meadow Point, and recommended that the applicant proceed to the preliminary plat stage subject to compliance with City Staff' Review Letter dated May 30, 2002 and compliance with City Ordinances. 3. That on July 9, 2002, the City of Ramsey received an application preliminary plat from the Developer, for a proposed plat called Villas of Meadow Point. 4. That on August 29, 2002, the Ramsey Planning Commission held a public hearing and considered the preliminary plat of Villas of Meadow Point. That on August 29, 2002, the Ramsey Planning Commission tabled consideration of the preliminary plat of Villas of Meadow Point to the September 5, 2002 Planning Commission meeting to allow for the Developer to address concerns raised at the public hearing. That on September 5, 2002, the Planning Commission reviewed the preliminary plat of Villas of Meadow Point and the revisions to the plat based on the comments at the public heating held on August 29, 2002 and recommended approval of the preliminary plat dated July 9, 2002 revised July 26, 2002, and revised August 15 and 29, 2002, revised September 5, 2002 and drainage, grading, utility, and tree protection plans dated July 9, 2002, Revised August 28, 2002 , Revised September 5, 2002, Revised September 17, 2002 subject to certain conditions. That on September 24, 2002, the City Council reviewed the preliminary plat for Villas of Meadow Point and tabled action on the preliminary plat until the October 8, 2002 meeting in order to receive more information regarding the plat. That on October 8, 2002, the City Council reviewed the preliminary plat of Villas of Meadow Point and table action on the preliminary plat until the October 22, 2002 meeting in order to received more information regarding the plat. That on October 11, 2002 the City received correspondence from the State of Minnesota Environmental Quality Board (the "EQB") stating that it had received a citizen petition requesting that an Environmental Assessment Worksheet (the "EAW") be completed for the Development. 10. That the City Council has reviewed the citizen petition and accompanying information in order to make a determination on the issues presented in the petition. 11. That Chapter 4410.4300 (19)(d) of Minnesota Rules states that a mandatory EAW must be conducted for developments that contain either 250 or more unattached units or 375 attached units. 12.
