CITY COUNCIL WORK SESSION <br />Topic Report: Municipal Center Project <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The City has been talking about a Municipal Center project since 2001. A Facilities <br />Committee was created last year and the City Council authorized design of a new facility. <br />At a recent meeting of the Economic Development Authority, it became apparent that the <br />City Council has not given formal action to proceed with the project. Staff would like to <br />discuss the project with City Council and request direction. Recent discussions of the <br />Municipal Center Facilities Committee reviewed cost comparisons between expansion on <br />the current City Hall site as compared to new construction of a municipal center in the <br />Ramsey Town Center. In a memorandum prepared in November by 3D/I BKV Group, <br />the comparison was made in a financial review (attached). Staff will review these <br />numbers with the Council during the discussion. <br /> <br />In addition to the authorization of the project itself, staff is still in the process of <br />preparing a financial analysis for the bonding of this project. Paul Donna of Northlar~d <br />Securities will be on hand to discuss the financing package.
