Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #18-059 <br />RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR STANHOPE <br />TERRACE STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT #18-00 <br />WHEREAS, pursuant to Ramsey City Council Resolution #17-07-168, adopted July <br />11, 2017, the City Engineer was ordered to prepare a Feasibility Report to study the <br />feasibility of reconstructing approximately 0.52 miles of streets within the Stanhope Terrace <br />development including Ute Street from Alpine Drive to its termini cul-de-sac, 154th Avenue <br />between Ute Street and Roanoke Street, and 153rd Court from Roanoke Street to its termini cul- <br />de-sac, including the reconstruction of streets and curb and gutter, the construction of storm <br />sewer, and other appurtenant work; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #17-10-271, adopted <br />October 24, 2017, the City Council received and accepted the Feasibility Report, and a Public <br />Hearing was ordered for November 14, 2017, to consider the proposed improvements for said <br />streets in accordance with the Feasibility Report; and <br />WHEREAS, benefiting properties are proposed to be assessed for 25-percent of the cost <br />of eligible improvements, pursuant to Minnesota Statutes Chapter 429, Chapter 8 of the City <br />Charter, and the City's Special Assessments Policy; and <br />WHEREAS, the City Clerk gave mailed and published notice of such hearing and <br />improvements as required by law; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #17-11-285, adopted <br />November 14, 2017, the Feasibility Report was approved following a Public Hearing and the <br />City Engineer was designated as the engineer for this improvement and was ordered to prepare <br />plans and specifications for the making of such improvements; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #18-035, adopted February <br />12, 2018, the City Council accepted final plans and specifications and authorized advertisements <br />for bids for said improvements; and <br />WHEREAS, bids were advertised in the Anoka Union Herald and in Finance and <br />Commerce on February 16 and 23, 2018; and <br />WHEREAS, bids were received, opened, and tabulated on March 15, 2018, and the <br />following bids were found to comply with the advertisement for bids; and <br />
