Keillor Addition; Case of Ron
Canner

Community Development Director Frolik stated that Mr. Ron Canner is requesting final plat
approval to create a new 2.5-acre lot from an existing 11-acre parcel located at 17964 179th Lane
N.W. (County Road #27). The 11-acre parcel was formerly the homestead of Mr. Canner's
father-in-law (L.P. Keillor) and now, one of Mr. Canner's daughter resides on the property, Mr.
Canner and his daughter are requesting a subdivision to create a 2.5-acre lot in the southwest
comer of the property for one of Mr. Canner's other daughters. The current minimum lot size in
the R-1 Residential Rural Developing District is 2.5 acres and the minimum frontage on a public
road is 200 feet. The new lot to be platted meets these requirements. The parcel will derive
public access from 179th Lane N.W. (County Road #27). In accordance with the County's
request, an additional 27 feet of right-of-way is being dedicated adjacent to County Road #27.
The final plat needs to be modified to dedicate the right-of-access to the County along County
Road #27, except at the point approved for access. Rogers Lake encroaches onto the property
and in accordance with City policy, that area has been delineated and encumbered with a
drainage and 'utility easement. The standard park dedication, trail and stormwater fees will .be
collected for the new lot created. The Planning Commission reviewed the sketch plan on
October 3, 2002, and recommended that the developer proceed to the final plat contingent upon
obtaining certain setback variances.

Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to adopt Resolution
#02-12-309 approving the final plat of L.P. Keillor Addition contingent upon the Developer
complying with the City staff review letter dated December 5, 2002 and entering into a
development agreement with the City.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, Anderson,
and Zimmerman. Voting No: None.

City Council/December 10, 2002
