.Case #2: <br /> <br />Request for Final Plat Approval of White Oak Addition: Case of Wurm- <br />Paumen Properties, LLC <br /> <br />Community Development Director Frolik stated that Wurm-Paumen Properties have applied for <br />final plat approval to develop 28.5 acres on Ramsey Boulevard at 158th Lane NW. The proposed <br />major subdivision is a replat of the Kruger homestead that will create five lots and one outlot. <br />Darrel Kruger owns a 28.5-acre parcel on Ramsey Boulevard (County Road 56) south of 159th <br />Lane NW. The developer, Wurm-Paumen Properties, LLC, is applying for a major subdivision <br />that proposes five new lots, all of which are larger than the 2.5-acre minimum required in the R- <br />1, Rural Developing Area, as well as one outlot. The existing homestead, as well as a second <br />dwelling unit, are located on proposed Lot 5; both will be demolished and removed from the <br />property as a part of the development. The plat also contains Outlot A, which is located across <br />from the main tract. The outlot is entirely wetland. Wurm-Paumen Properties, LLC is proposing <br />to extend 158th Lane NW into the parcel to provide access to four of the lots. Due to the <br />substantial amount of wetland on the property, Lot 1 will require access from CR #56. The <br />County is also requesting a fight turn lane for southbound CR56 at 158th Lane NW. The Ramsey <br />Park and Trail Plan shows this property containing a vital trail link to Ramsey Boulevard. The <br />Park Commission has reviewed the proposed development and has decided to require the <br />developer to dedicate parkland as part of the platting process. The developer has submitted an <br />exhibit that shows the area to be dedicated as parkland. The area to be dedicated is not shown on <br />the submitted final plat. The developer will be required to correct the final plat and dedicate the <br />land as shown on the exhibit before the City will release the final plat for recording. Staff <br />recommended final plat approval contingent on compliance with City Staff Review Letter dated <br />December 5, 2002, and the developer entering into a development agreement with the City. <br /> <br />Ross Abel, John Oliver & Associates, presented staff with an exhibit identifying the area as park <br />dedication. <br /> <br />Councilmember Zimmerman inquired if there was going to be a substandard parcel with the lot <br />identified as an exception. <br /> <br />Community Development Director F. rolik replied that that lotiis an existing lot of record. - - <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to adopt Resolution <br />#02-12-310 approving the final plat of White Oak Addition, contingent on compliance with City <br />· staff review letter dated December 5, 2002, Anoka County Highway Department review letter <br />dated October 9, 2002, and the developer entering into a development agreement with the City. <br /> <br />Motion carried.
