Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to direct City <br />staff to gather evidence over the next 60 days, through the various sources available such as <br />Minnesota Pollution Control Agency, Anoka County, and residents. The evidence would then be <br />presented to the City Council to use in making a determination to conduct a public hearing to <br />revoke or modify the permit, to re-evaluate whether the City should more closely monitor the <br />plant when it reopens again and/or consider civil or criminal prosecution all relating to the odor <br />issue. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Ed Hamilton, 6615 Highway #t0 NW, Ramsey, stated that he can't go on living this way <br />because his health is deteriorating. He also wanted it on record that November 19, 2002 Was the <br />last date that he smelled the odor. He has lived in his home for 48 years and did not have any <br />health problems until after the asphalt plant moved in. <br /> <br />Councilmember Anderson inquired if Mr. Hamilton had any documentation from his doctors. <br /> <br />Mr. Hamilton replied no, but noted that he is the only child of eight to have heart problems as <br />well as diabetes. He stated that something has to be done. <br /> <br />Case #8: Report from the Personnel Committee <br /> <br />The Personnel Committee met on November 26, 2002, to discUss the following cases: <br /> <br />1) <br /> <br />2) <br /> <br />Request to End Probation for Full-Time Public Works Maintenance Worker Todd <br />Marlette <br />The Personnel Committee recommended that the City Council adopt Resolution #02-11- <br />301 ending the probationary period for Full-Time Public Works Maintenance Worker <br />Todd Marlette effective November 15, 2002~ .~ <br /> <br />Authorize Promotion of Police Corporal Bradley Paplham to the pOsition of Police <br />Sergeant <br />The Personnel Committee recommended that the City Council adopt Resolution #02-11- <br />302 authorizing the promotion of Police Corporal Bradley paplham to the position of <br />full-time Police Sergeant. <br /> <br />City Council/November 26, 2002 <br /> Page 20 of 23 <br /> <br /> <br />
