Councilmember Anderson inquired as to what the application was for and what strings come <br />attached. <br /> <br />City Administrator Norman replied that he was not prepared to answer that question. <br /> <br />Mayor Gamec noted that the City will not receive the actual paperwork until the end of <br />December. <br /> <br />Councilmember Kurak stated that it was her understanding that the grant was to be used for the <br />town center. <br /> <br />Principal Planner Trudgeon replied that that was correct. He explained that the application the <br />City submitted was for 2.2 million dollars and they have been awarded $800,000 of their request <br />to fund Sunwood Drive through the town center site. The funds could be used for sanitary sewer <br />extension or streetscape. <br /> <br />Councilmember Kurak stated that the gentleman who is looking t° develop the town center had <br />to be involved with the grant application as well. <br /> <br />Principal Planner Trudgeon replied that he was consulted. <br /> <br />Councilmember Kurak inquired if the town center does not go forward, then the grant will not be <br />used to construct $800,000 of Sunwood Drive on private property. <br /> <br />Principal Planner Trudgeon replied that that was correct. <br /> <br />Councilmember Hendriksen stated that Tim Ruud of Calthorpe stated that the City would have to <br />make investments with constructing Sunwood Drive in order to get the project started and yet he <br />heard consistently that the developers were-going to pay all the expenses. Now they have a grant <br />requiring the City to pay 3 to 4 million dollars. He does not want to commit the City to paying <br />for something at public expense without the cost being assessed to the benefited propertiesl If <br />the City wants to construct Sunwood Drive, they should probably get a feasibility study request <br />from they developer so that they will be able to assess the costs back. <br /> <br />Mayor Gamec requested that staff have the new Council review the grant after the first of the <br />year. <br /> <br />Councilmember Zimmerman stated that anything that the Met Council gives the City the City <br />will have to expend money on. <br /> <br />City Council/November 26, 2002 <br /> Page 22 of 23 <br /> <br /> <br />
