City Code restricts home occupations to 20% of the gross floor
area o£the home. The room in which the home occupation will take place is 120 square feet (10
x 12), which equates to 5% (120 / 2,308) of the gross floor area. Pamela will be the sole
employee and she expects to service a maximum of 3-4 clients per day (20 clients per week).
She would like to operate Monday - Friday 10:00am - 3:00pm. Several similar home
occupation permits have been issued by the City in the past. The Planning Commission held a
public hearing and reviewed the home occupation request on November 7, 2002. There was no
citizen input during the public hearing. The Planning .Commission recommended approval of the
Home Occupation Permit for Pamela Boshea.

Councilmember Anderson stated that the last time the Council dealt with a similar request she
thought the business required a conditional use permit so the Council had to limit the use since a
conditional use permit goes with the property.

Community Development Director Frolik explained that staff is now calling the permit a home
occupation permit so that they can limit it to the applicant. The process is still the same as a
conditional use permit.

Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to adopt
Resolution #02-11-296 adopting Findings of Fact # 0638 relating to Pamela Boshea's request for
a home occupation permit.

City Council/November 26, 2002
