Motion carr/ed. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen,
Anderson, and Kurak. Voting No: None.

Councilmember Hendriksen stated that condition #6 states that there shall be no exterior or
interior display of business signs. He did not think that they needed to restrict the display of
interior signs.

Pamela Boshea, 6210 - 179th Lane NW, noted that'she is required to display her license.

Community Development Director Frolik explained that the language is meant to prohibit an
advertising signs from the Window for the business.

Condition #6 was amended to read "There shall be no business signs visible from the exterior of
the home."

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adopt
Resolution #02-11-297 approving the issuance of a home occupation permit to establish an in-
home hair salon on the property located at 6210 - 179th Lane NW based on the Findings of Fact
#0638, as amended, and declaring terms of permit.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Kurak. Voting No: None.

Case #2:

Request for Final Plat Approval for Ramsey Dental Clinic Addition Minor
Subdivision: Case of Thomas Anderson and Roger Austin

Principal Planner Trudgeon stated that Thomas Anderson and Roger Austin have submitted an
application to subdivide the parcel that contains the Ramsey Dental Clinic into two parcels. The
property is located in the southeast comer of Alpine Drive and Nowthen Boulevard. The
Ramsey Dental Clinic will be located on one lot and a second lot will be an outlot held for future
development. The property proposed to be subdivided is approximately 4.53 acres. The
applicant is proposing to divide the existing lot into one lot and one outlot. Lot 1 contains the
Ramsey Dental Clinic and is shown as being just under an acre in size. Outlot A is vacant and is
shown to be slightly over 3.5 acres in size. The subject property is currently zoned B-1 Business
and the Ramsey Comprehensive Plan shows the subject property as Places to Shop. Any
proposed use of Outlot A will need to conform to the B-1 zoning designation unless the property
is rezoned. If a rezoning is proposed to be for a residential use, .the applicant will need to also
apply for a Comprehensive Plan Amendment. In addition, Outlot A will need to be replatted and
will require site plan approval from the City Council before the property can be developed. Lot 1
meets the half-acre minimum lot size requirement, the 100-foot width and 150-foot depth
requirement established in the B-1 Business District. Currently, the property has one access from
Nowthen Boulevard. The access serves the Ramsey Dental Clinic and is expected to remain. It
is presumed that Anoka County will not allow another access onto Nowthen Boulevard. and

City Council/November 26, 2002
