Council for additional funding. Mr. Levine stated that he was confident that if the City <br />establishes a moratorium along Highway #10, the appropriate agencies would see the importance <br />of it. If the Council does not act now, he thinks one of their major options might be cut off. <br /> <br />Councilmember Anderson stated that it seemed that there could be some federal involvement as <br />well because it is US Highway #10. <br /> <br />Councilmember Hendriksen stated that what he is the most concerned about is the timing of the <br />moratorium because Ramsey can only enact a moratorium for 30 months and than they can't do <br />it again. He felt that the worse thing would be to place a moratorium on the property today and <br />than the new Council cancels it. They would have a period of time that they could not enact it <br />again. He felt that the discussions should wait until the new Council is in place. <br /> <br />Councilmember Kurak stated that a person from MnDOT stated to her that if the City chooses to <br />move forward with the official mapping process, from that time forward, the City will have told <br />the property owners that their property value will stay at its current value regardless of any <br />improvements done to it and that they would not be given any additional valuation in the future. <br />She inquired if that was a true statement. <br /> <br />Mr. Levine replied that that was a true statement. <br /> <br />Councilmember Kurak stated that she is concerned for the City of Ramsey as a whole so that <br />they don't end up paying for a state highway project. In addition to that, if people are willing to <br />move from their property, will they receive fair market value and if they don't, she would like to <br />know what that process would involve. <br /> <br />Mr. Levine replied that he has a great deal of professional respect for MnDOT in the land <br />acquisition process. He explained that the process has become much more citizen friendly over <br />the last few years. He stated that he has been involved with many right of way takings and not <br />one of them has gone to court. Mr. Levine stated that he could not see a situation where the City <br />of Ramsey would be stuck with a state road improvement project. <br /> <br />Mayor Gamec stated that the City has designated Highway #10 to be moved towards the north <br />and he thinks at this time they need to work with MnDOT and the Met Council to get some of <br />the questions answered. <br /> <br />Mr. Levine stated that from all of his experience from Chicago to St. Louis he could not think of <br />another corridor with such expanding growth. He stated that if the City does not act on the issue, <br />they will cut out their options and preclude future development of Highway #10. <br /> <br />Councilmember Kurak stated that Ramsey sits west of Anoka and MnDOT won't touch Highway <br />#10 if Anoka is not on board. <br /> <br />City Administrator Norman noted that there is no alignment change through the Anoka area. <br /> <br />City Council/November 26, 2002 <br /> Page 3 of 4 <br /> <br /> <br />
