Frank Pafko, MnDOT North Area Manager, recognizing Ramsey's unique position relating to <br />development trends along the corridor in conjunction with the future vision for the highway, as <br />reflected in the T.H. #10 Corridor Management Plan. MnDOT is proposing to immediately <br />commence working with the City to establish a schedule for planning and associated <br />environmental studies that will ultimately lead to officially mapping the corridor. <br /> <br />Mr. Frank Pafko, North Metro Manager MnDOT, stated that the one responsibility he has is to <br />develop highway projects and identify improvements needed for regional corridors, which <br />includes Highway #10. For the last two years, MnDOT has been studying six inter-regional <br />con'idors and earlier this year that study was completed that identified that Highway #10 should <br />be a six-lane freeway. The biggest question is when will the improvements happen. At this time <br />he can't answer that. MnDOT is currently in the process of updating their plan out until the year <br />2030, and as they update the plan they will be prioritizing projects and allocating funds to certain <br />corridors. At the end of that process, they should be able to identify when the Highway #10 <br />project will occur. In the interim MnDOT will immediately sit down with City staff to put <br />together a schedule of studies and identify an official map process to try and answer the <br />questions as quickly as possible. <br /> <br />Councilmember Anderson inquired as to what the City is supposed to be doing. She questioned <br />if MnDOT was going to construct the road as it has been identified. <br /> <br />· Mr. Pafko replied that that was a very difficult question to answer. <br /> <br />Councilmember Anderson stated that when they were working on T.H. g47, the City spent a lot <br />of money on right-of-way. She inquired as to whom would be responsible for the right-of-way <br />'acquisition and the businesses being relocated along Highway #10. <br /> <br />Mr. Pafko replied that if it is a State project, then MnDOT would be paying for those costs, but if <br />it is a cost shared project, then it would involve community assistance. <br /> <br />Councilmember Anderson inquired if there was a chance to use federal funds for the project. <br /> <br />Mr. Pafko replied yes if the project was high enough on the priority list. <br /> <br />Councilmember Kurak stated that she had questions that she needed to ask, but she would do so <br />from the audience because she will not be voting on the issue because of a conflict of interest. <br /> <br />Mayor Gamec stated that the one thing they have to look at is what is going to happen and what <br />is going to be the timetable. He wants to make sure that they address the issues quickly for the <br />sake of the business owners. <br /> <br />Patti Kurak stated that one of her concerns is how fast the moratorium was brought forward. She <br />explained that the issue was presented to the Council at a work session and then one week later it <br />was before the Council.
