She wanted to know more about the process <br />before proceeding. <br /> <br />Councilmember Hendriksen felt that they could accomplish that by introducing the ordinance <br />and then if Councilmember Anderson did not have all of her answers she could vote no at the <br />time of adoption. <br /> <br />City Attorney Goodrich explained that one the purposes for placing a moratorium on property is <br />to protect the planning process while considering the process of official controls, such as official <br />maps. <br /> <br />Councilmember Anderson stated that she did not think that they would have all the answers <br />about the official mapping process in two weeks. ~ <br /> <br />Councilmember Hendriksen stated that the purpose, of the moratorium is to have a "time out" to <br />consider the official mapping process. At this time they don't know what the outcome will be. <br /> <br />City Attorney Goodrich stated that it could be that during the moratorium process the Council <br />might find that the official mapping process is not for them or they might find that it is <br />appropriate. What the City is looking at doing is holding off on any further development until <br />that decision is made. <br /> <br />Councilmember Anderson stated that it seems that the Council is not sure what kind of <br />moratorium they want. <br /> <br />City Attorney Goodrich stated that the Council will estal~lish parameters for the moratorium and <br />then during the moratorium they will decide what type of official mapping they want. At this <br />time they were not deciding what kind of official map they want or what the contents of that will <br />be or even if they want one. .- <br /> <br />Mayor Gamec stated that the City could simply ignore what might happen in .the future and let <br />the State deal with it, but more than likely the City will have to be involved anyway. <br /> <br />City Attorney Goodrich noted that in the past when the Council has adopted moratorium <br />ordinances they have adopted them for less than 12 months. <br /> <br />Councilmember Hendriksen replied that when that has been done in the past it affected the <br />maximum number of months a moratorium is allowed. He stated that if they adopt the initial <br />moratorium for less than 12 months it reduces the maximum amount of time. <br /> <br />City Attorney Goodrich replied that that was not true. <br /> <br />Councilmember Hendriksen inquired if the City Attorney was sure. <br /> <br />City Council/October 22, 2002 <br /> Page 13 of 37 <br /> <br /> <br />
