City Engineer Olson replied that they have discussed both options.

Councilmember Hendriksen stated that he thinks that the very last option should be the City
subsidizing a project. He does not like the idea of the City being on the hook for speculative
development.

Councilmember Anderson inquired if they would consider using City funds to oversize a pipe
and then charge the developer for what they are going to use for their development.

City Engineer Olson replied that that does happen. At this point they are focusing on.the large
trunk lines.

Councilmember Hendriksen stated that where they get into .trouble is when they start making
financial decisions on the possibility of future development. Just because something looks like it
is going to happen does not mean it is going to.

Councilmember Zimmerman inquired if the formula they use to calculate the trunk charge had
been updated.

City Engineer Jankowski reviewed how they calculate trunk sewer charges.

Councilmember Hendriksen stated that one thing they need to look at is something similar to the
storm water drainage plan.

City Engineer Jankowski replied that the analogy between the storm sewer system and the
sanitary system has some validity but there are some differences.

Councihnember Anderson inquired as to how the City received the 2.2 million dollars that is
currently in 1he trunk fund.

City Engineer Olson replied that the funds were collected from past developments.
Councilmember Anderson inquired as to what the money is used for.

Councilmember Hendriksen stated that he would think the funds would be used for errors or
shortcomings or things they had not planned for. He inquired if they were to find a problem with
the trunk line would that be paid for out of the trunk fund.

City Engineer Olson replied that that would be paid for by sanitary sewer charges.

Councilmember Hendriksen inquired as to what the total cost was on the project in question.

City Engineer Olson replied that the over sizing of the pipe and extra depth would cost
approximately $400,000 and the total cost of the project would be approximately $650,000.

City Council/October 8, 2002
