City Engineer Olson replied that they have discussed both options. <br /> <br />Councilmember Hendriksen stated that he thinks that the very last option should be the City <br />subsidizing a project. He does not like the idea of the City being on the hook for speculative <br />development. <br /> <br />Councilmember Anderson inquired if they would consider using City funds to oversize a pipe <br />and then charge the developer for what they are going to use for their development. <br /> <br />City Engineer Olson replied that that does happen. At this point they are focusing on.the large <br />trunk lines. <br /> <br />Councilmember Hendriksen stated that where they get into .trouble is when they start making <br />financial decisions on the possibility of future development. Just because something looks like it <br />is going to happen does not mean it is going to. <br /> <br />Councilmember Zimmerman inquired if the formula they use to calculate the trunk charge had <br />been updated. <br /> <br />City Engineer Jankowski reviewed how they calculate trunk sewer charges. <br /> <br />Councilmember Hendriksen stated that one thing they need to look at is something similar to the <br />storm water drainage plan. <br /> <br />City Engineer Jankowski replied that the analogy between the storm sewer system and the <br />sanitary system has some validity but there are some differences. <br /> <br />Councihnember Anderson inquired as to how the City received the 2.2 million dollars that is <br />currently in 1he trunk fund. <br /> <br />City Engineer Olson replied that the funds were collected from past developments. <br />Councilmember Anderson inquired as to what the money is used for. <br /> <br />Councilmember Hendriksen stated that he would think the funds would be used for errors or <br />shortcomings or things they had not planned for. He inquired if they were to find a problem with <br />the trunk line would that be paid for out of the trunk fund. <br /> <br />City Engineer Olson replied that that would be paid for by sanitary sewer charges. <br /> <br />Councilmember Hendriksen inquired as to what the total cost was on the project in question. <br /> <br />City Engineer Olson replied that the over sizing of the pipe and extra depth would cost <br />approximately $400,000 and the total cost of the project would be approximately $650,000. <br /> <br /> City Council/October 8, 2002 <br /> Page 5 of 7 <br /> <br /> <br />
