Councilmember Hendriksen stated that if the City keeps paying for trunk extensions they could
burn through 2.2 million dollars very quickly.

Mayor Gamec stated that if there was some assurity with future development it would be a better
situation, but the project in question is not a large project. If they were talking a couple million
dollars it would be a different situation.

Councilmember Hendriksen stated that if the City adopts a policy that sewer extensions cannot
stop in the middle of a property then an existing development won't be disrupted in the future.
He stated that if a developer agrees to a development agreement that binds them to the cost of the
sewer extension then he does not have a problem with that.

Councilmember Anderson inquired if the City is requesting that a developer increase the size of
the pipe and install it deeper than what is necessary for their development then what do they do.

Councilmember Hendriksen replied that the developer would be required to construct the larger
infrastructure.

Councihnember Anderson stated that then the developer will construct smaller pipes and lift
stations.

Councilmember Hendriksen replied that if a Councilmember chooses to approve that then that is
what they have to live with.

Councilmember Anderson stated that what she is concerned about is that if she takes the
engineer's recommendation they are asking the developer to pay a lot more than he is utilizing.

Councilmember Hendriksen replied that there is something called the luck of the draw.

Councilmember Anderson stated that there is a fund that the City can use to help pay for the over
sizing of the pipe.

Councihnember Hendriksen replied that the City has protected themselves in the past and should
continue to do so. If a developer wants to build ~n a certain piece of land, they have to build the
infrastructure that is required for that parcel.

Mayor Gamec inquired if Councilmember Hendriksen would agree with that policy for
commercial development.

Councilmember Hendriksen replied that he does not agree with that today, but if it is proved that
commercial is not the tax advantage that he thinks it is then he might feel differently.

Mayor Gamec suggested that they continue dealing with the issue on a case by case basis.

City Council/October 8, 2002
