Mayor Gamec noted that Councilmember Kurak requested at the last meeting that the money be
taken for the road in escrow for future extension.

Ms. Kuechle inquired if a sign will be installed stating that the road might be constructed.

Principal Planner Trudgeon replied that the City typically installs a sign that states future through
road, but the Planning Commission did recommend that they do not install the sign.

City Engineer Olson advised against the Planning Commission recommendation because if the
land is to develop in the future the area is identified as a future through street.

Ms. Kuechle stated that she was opposed to the sign. She stated that she does not want the road
to go through because she has no intention of developing her property.

Mayor Gamec replied that the intent is to not put the road through until she would chose to sell
the land or develop the land.

Ms. Kuechle stated that she has no intention of selling her property.

Councilmember Hendriksen stated that if she is okay with the proposed setbacks and distances
then that is the way it is going to be. If she would like a greater setback he thinks she is entitled
to that.

Ms. Kuechle inquired if there will be trees planted between her property and the townhomes.

Principal Planner Trudgeon explained that the developer is proposing to install 20 evergreens, 20
under story trees, and 20 over story trees along the perimeter of the property.

Ms. Kuechle inquired if there will be any fences.

Mr. McGee replied that there are no fences proposed at this time.

Mayor Gamec inquired if Ms. Kuechle would like to see more buffering.

Ms. Kuechle replied that she would like to see more trees and a fence, or move the units further
from the property line.

Mayor Gamec stated that anything they impose on this developer they would have to be impose
on her property if she were to develop. He thought that Ms. Kuechle should work with the
developer to resolve her concerns and then bring back a recommendation at the next Council
meeting.

City Council/October 8, 2002
