The Lower Rum River Water <br />Management Organization (LRRWMO) has issued all necessary permits. <br /> <br />City Engineer Olson noted that the LRRWMO approval is contingent upon the lower floor being <br />one foot higher than the lowest point of Ramsey Boulevard. <br /> <br />Councilmember Hendriksen stated that he had thought that he heard at the last meeting that the <br />entire lot was going to be raised. He inquired as to how fill was going to be brought in. <br /> <br />City Engineer Olson replied that the developer is proposing to bring in enough fill to raise the <br />building pad. <br /> <br />Councilmember Hendriksen inquired if the rest of the lot will remain as is. <br /> <br />Mr. Abel replied that that was correct. He explained that the driveway would match the existing <br />grades from Ramsey Boulevard to the pad. <br /> <br />Councilmember Hendriksen inquired if the City Engineers had reviewed the site, because he had <br />serious reservations about whether or not the lot is buildable. <br /> <br />Brad Paumen, Wurm-Paumen Properties, LLC, stated that they have done some clearing of the <br />site and discovered that there is more elevation there than they originally thought. At this point <br />they are looking at having to bring in about four feet of fill. Currently there is no water in the <br />temporary driveway or building site even with all the rain they have been having. <br /> <br />Councilmember Zimmerman inquired if the City of Ramsey has a minimum building area <br />requirement in the rural district. <br /> <br />City Engineer Jankowski explained that the policy states that they have to have 22,500 square <br />feet of class I soil or must have a soil report done by a certified soil designer for an initial system <br />and replacement system, which is why they have the report from EcoSystems Engineering. <br /> <br />City Engineer Olson stated that if there is information that Councilmember Hendriksen feels that <br />staff should have then he would welcome that information. <br /> <br />Councilmember Hendriksen replied that he knows where the water has been for many years, but <br />he does not know how that relates to 870 or 871. He stated that his concern is with a limit of 400 <br />square feet for wetland mitigation and based on the places he has seen water sitting, it cannot <br />work. <br /> <br />City Engineer Olson replied that then the lot would not be buildable unless they asked for an <br />exception. <br /> <br />City Council/October 8, 2002 <br /> Page 9 of 16 <br /> <br /> <br />
