Councilmember Hendriksen stated that what he is hearing does not go with what he has seen.
His concern is that they will have someone in the future before them saying they can't get to their
house because the driveway is under water.

Mr. Paumen replied that that is why they hired engineers and had a wetland delineation of the
site.

Peter Miller, EcoSystem Engineering, stated that he performed the wetland delineation on the
property and the soil tests. He explained that he did meet with the property owner who gave him
some history on how the land was farmed. He has to walk every foot of the property and he
considers it a wet year and he delineated the entire boundary of the upland.

Motion by Councihnember Hendriksen, seconded by Councilmember Zimmerman, to table
action because they were absent the letter from the Anoka County Highway Department and
directed the City Engineer to view the property.

Motion can'ied. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerrnan, and
Anderson. Several issues were brought up during the
Council discussion. These items included the Park Commission's actions regarding the plat,
Anoka County's response to the plat, the possibility of relocating the accesses for the single
family lots on Alpine Drive to the rear, and the extension of the sanitary sewer trunk line. In
addition, the City Council instructed staff to send the new density transition ordinance to three
adjoining property owners along the western border of the development to inform them of the
density transition options available to the City. The letter and ordinance was sent out on
September 30, 2002. In response to the issues raised at the September 24, 2002 Council meeting,
staff had the following information:

· Park Commission action: The Park Commission, at their September 12, 2002 meeting,
recommended that park dedication and trail development fees be charged as part of the Villas
of Meadow Point subdivision. In addition, the Park Commission also is requiring that the
developer construct an eight-foot bituminous trail along Sunfish Lake Boulevard, Alpine
Drive, and Nowthen Boulevard where the proposed development abuts the aforementioned
right-of-ways.
· Anoka County's response: Staff has again contacted Anoka County Highway Department
staff regarding the proposed development. An initial letter was sent out on July 18, 2002,
regarding the proposed preliminary plat. The County has indicated that they do not have a

City Council/October 8, 2002
