problem with the proposed access as long as it is the only access, but they have not yet <br /> finished the site line study to determine the necessary turn lanes. <br />· Relocation of single-family accesses: Staff has met with the applicant and the applicant's <br /> engineers to look at providing access to the single-family lots from the rear. It was <br /> determined that providing access to the rear would not be desirable. Two alternatives were <br /> considered in to this conclusion. Both options include extending an east-west road on the <br /> north side of the single family lots, and all of these alternatives had the following common <br /> impacts: loss of a strip of mature hardwood trees approximately 20 feet wide and 200 feet in <br /> length, the requirement of a large amount of fill, with up to seven feet in some spots, and the <br /> net loss of green area at the expense of pavement. One alternative considered access to the <br /> single-family units via a private street. Several setback and lot size variance would be <br /> required. In staff's opinion, the benefits of eliminating two access points from Alpine Drive <br /> is greatly outweighed by the alternatives considered above. <br />· Sanitary Sewer Trunk Line: Staff did discuss the issue with the developer and they are <br /> willing to present a proposal. <br /> <br />Pete Rattikka, Design Engineer from Hakanson Anderson, stated that on behalf of Allstate <br />Development, LLC, he wanted to present a proposal to resolve the trm~k sewer extension issue. <br />Their proposal would be to have the City contribute $150,000 to extend the trunk to the north <br />side of Alpine Drive and then Allstate would agree to extend the trunk line through the <br />development over to Nowthen Boulevard and loop the system at Alpine Drive and Nowthen <br />Boulevard. In return the City would credit the developer for any development that would occur <br />within the "triangle" over the next five years and anything above the cost of the project would go <br />to the City. <br /> <br />Councilmember Zimmerman inquired if the $150,000 was the total cost to bring the pipe to the <br />north side of Alpine Drive. <br /> <br />City Engineer Olson replied no. He explained that the $150,000 would cover the over sizing and <br />extra depth. The amount of money that is recouped would be credited towards his final plat for <br />trunk fees up until the point the developer is paid back and then anything extra would come to <br />the City. <br /> <br />Councihnember Hendriksen inquired if the agreement meets legal requirements. <br /> <br />City Attorney Goodrich replied that he would have to review the documents. <br /> <br />City Engineer Olson noted that the proposal was conceptual in nature and would have to be <br />finalized at final plat. <br /> <br />Councilmember Hendriksen stated that the Council could not grant preliminary plat approval <br />when there are unresolved issues because then the developer is granted legal fights.
