Case #1: Old Town Hall

Associate Planner Wald reviewed the challenges of the old town hall site and requested that the
EDA determine a desired use for the facility.

Member Gromberg inquired as to what the minimum commercial lot size is.

Associate Planner Wald explained that a commercial lot must be one acre in size.

Member Kiefer stated he personally could See merit for both leaving the Old Town Hall at its
current location or moving it to the Town Center.

Associate Planner Wald stated that at this point the EDA and the City Council need to decide
how they want to use the Old Town Hall.

Member Strommen agreed. She thought that they needed to decide if the building should be used
for a business or its historical value. Personally she would like to see the Old Town Hall used as
an interpretive site.

Member Kiefer stated that he could see the building being used as an area for people to come and
get information about the City or have it be used by a civic organization like the Ramsey Rotary.

Member Kurak stated that there is not a lot of history they can actually look at in Ramsey so she
would not be in favor of locating the Old Town Hall in one of the City's park. She questioned if
the building were located within Town Center where would it be placed.

John Feeges, Ramsey Town Center LLC, explained that as the Town Center grows and evolves
many people will be drawn to the area so his first thought would be to utilize the Old Town Hall
as a location to provide historical information of the City as well as current information of the
area. He noted that some communities will actually sell souvenirs with their City logo.

Member Kurak questioned where the building would be placed.

Mr. Feeges replied that there initial thought would be to locate the Old Town Hall near the
parking structure by the center core.

Member Kurak questioned if it would be possible to connect the Old Town Hall to other
buildings and use it more as a walkthrough so that it did not require so much renovation.

Member Gromberg replied that that could be an option. He questioned how much the historical
grant was the City received to renovate the building.

Economic Development Authority April 19, 2004
Page 2 of 10
