Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />Policy 7.4: The City or Anoka County shall identify areas that can be used <br />for wetland mitigation. <br />Policy 7.5: Wetland mitigation criteria will be established consistent with <br />the Minnesota Wetland Conservation Act of 1991 and <br />subsequent amendments and associated rules thereto (e.g., <br />Minnesota Rule 8420), state and federal regulations, the <br />LRRWMO and the needs of the City. <br />Policy 7.6: Alteration of wetlands is discouraged unless for restoration. <br />Alteration may be allowed on an individual basis if the alteration <br />can be properly mitigated in accordance with the Wetland <br />Conservation Act (WCA). Allowable alternatives must comply <br />with WCA sequencing requirements including, in order, <br />avoidance, minimization and mitigation. In general, it will <br />require a full Technical Evaluation Panel meeting and majority <br />approval before any wetland impact is allowed. <br />Policy 7.7: Wetland banking opportunities will be pursued by the City <br />and/or the LRRWMO in accordance with the Wetland <br />Conservation Act. <br />Policy 7.8: The use of native vegetation for buffers in undeveloped and <br />previously developed areas is recommended. <br />Policy 7.9: The LRRWMO wetland buffer requirements will be enforced <br />when properties adjacent to wetlands are developed. <br />Policy 7.10: The City will implement new buffer requirements as they are <br />adopted by the State. <br />H. Erosion Control <br />Goal 8: Prevent soil erosion. <br />Policy 8.1: The City will protect natural vegetation to the greatest extent <br />possible. <br />Policy 8.2: Soil erosion shall be prevented through the installation of erosion <br />control practices in accordance with MPCA's Best Management <br />Practices Handbook. <br />Policy 8.3: Topsoil stockpiled for reuse shall be protected from erosion. <br />Policy 8.4: It shall be the responsibility of the developer/contractor to keep <br />streets and property adjacent to construction areas free from <br />sediment carried by construction traffic at site entrances and <br />access points, from sediment laden site runoff and blowing dust. <br />Policy 8.5: The MPCA Storm Water Permit Program for Construction <br />Activities shall be followed. <br />Policy 8.6: The City has adopted an erosion and sediment control ordinance <br />including provisions that are consistent with NPDES <br />Construction Stormwater permit and its MS4 permit <br />requirements. <br />Section V <br />October 21, 2015 Page 46 <br />
