Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />s <br />Development Standards <br />Goal 9: Residential Grading <br />Policy 9.1: Residential lots shall have a minimum surface slope of 2-percent <br />in all directions. Lesser slopes, between 1-percent and 2-percent <br />may be allowed with a certificate of grading. <br />Policy 9.2: In acknowledgement of historical consumption data, the City <br />will require water conservation measures for new development <br />such as, but not limited to four inches of topsoil shall be placed <br />in the turf restoration areas of all new residential lots. <br />Policy 9.3: Where residential lots are newly graded and there is no <br />immediate plan for new housing within the lot, the entire lot <br />shall be covered with 4-inches of topsoil and seeded in <br />accordance with the following schedule:8 <br />Type of Slope Time* <br />Steeper than 3:1 7 days <br />10:1to3:1 14days <br />Flatter than 10:1 21 days <br />* The maximum time an area can remain open when the area <br />is not actively being worked. <br />Policy 9.4 Bluff protection ordinances and shoreland protection ordinances <br />shall govern steep sloped areas. <br />J Regulatory Responsibility <br />Goal 10: Recognize the regulatory authority of other local, state and federal entities. <br />Policy 10.1: The City is responsible for establishing and implementing a local <br />permitting program for water resources management.
