Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />Policy 10.2: Other governmental agencies with watershed management <br />responsibility include: <br />• The Lower Rum River Watershed Management <br />Organization (LRRWMO) <br />• Minnesota Department of Natural Resources (DNR) <br />• United States Army Corps of Engineers (USCOE) <br />• Minnesota Board of Water and Soil Resources (BWSR) <br />• Minnesota Pollution Control Agency (MPCA) <br />Policy 10.3: The WMO and the City will require a permit for certain <br />activities, as described in this plan. <br />Policy 10.4 The LRRWMO Third Generation Plan requires development of <br />an ownership/ responsibility plan for the Anoka Dam. The Rum <br />River Dam is owned by the City of Anoka, and as such has <br />primary responsibility for the maintenance plan. The City of <br />Ramsey will work with Anoka and Andover to implement the <br />plan adjacent to the corporate boundary. <br />K. Finance <br />Goal 11: Equitably finance water resources. <br />Policy 11.1: All developments should, to an extent determined by the City, <br />provide land, funding, or a combination of both for management <br />of local water resources, which includes development of regional <br />facilities and planning studies. <br />Policy 11.2: The City may establish a fee structure charged to developers for <br />analyzing the impacts of the proposed development. <br />Policy 11.3: The City has established a fee structure charged to developers for <br />constructing capital improvements (i.e., trunk conveyance <br />systems). <br />Policy 11.4: The WMO should establish an equitable cost allocation formula <br />for water resource project implementation that affects more than <br />one unit of government. <br />Policy 11.5: Grants may be sought by the City to fund watershed related <br />projects. <br />Policy 11.6: The City should investigate the feasibility of alternative funding <br />sources, such as Ad Valorem Taxes, bond sales, and user charges <br />(storm water utility). <br />Policy 11.7: The City should encourage donations and in -kind contributions <br />of public and private organizations and the school systems for <br />plan implementation. <br />Policy 11.8: The City shall investigate and evaluate other funding <br />mechanisms that support implementation and enforcement.
