The <br />The 2030 projections show a combination and re -division of the present Agricultural/ Vacant and <br />Single Family Residential categories into Rural Developing and Single Family Residential categories. <br />A slight increase is projected for the Commercial/ Industrial/ Multifamily The Parks and Right -of - <br />Way will also increase as a result of the projected development. <br />All new developments are reviewed by the City and the LRRWMO prior to construction and must <br />limit the rate of discharge from the site to pre -development rates and provide water quality treatment. <br />Developments within the corridors adjacent to the rivers must meet density and open space standards <br />along with preserving natural vegetation. The City adopted an updated Surface Water Management <br />Plan in 2008 which will require all future developments to limit the rate of stormwater discharge to <br />75% of the existing discharge. This will be combined with the new Post Construction Discharge <br />ordinance to address new or expanded discharges to the Rum and Mississippi rivers. Prohibiting all <br />new stormwater discharges will deprive landowners of full use of their property and is contrary to the <br />goals of the Metropolitan Council and the City of Ramsey Comprehensive Plan. The City of is <br />Ramsey included in the 2030 Guide Plan for the Metropolitan Council which is looking at managing <br />growth for the region. The new ordinance will be drafted to accommodate the required growth and <br />limit discharges. <br />The City has modified construction plans to protect endangered species. The state list of endangered <br />and threatened species is reviewed when developments are proposed near potential habitat. The City <br />has a wetland buffer ordinance which also requires evaluation of potential impacts to endangered <br />species habitat. Projects adjacent to potential habitat will be reviewed by the LRRWMO and with other <br />agencies as appropriate. <br />The City is not aware of any properties eligible for listing in the National Register of Historic Places or <br />Archeological sites. Environmental Assessment Worksheets have been completed for numerous <br />projects in the city. These reports have not identified Historic or Archaeological sites within the <br />boundaries of the city. We will continue to review all proposals for development and will require <br />additional protection measures be implemented if sites of significance are identified in or adjacent to <br />proposed developments. <br />Ramsey Minnesota SWPPP -12- May 2006 February 2009 <br />
