Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session <br />Meeting Date: 04/09/2018 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />Information <br />7. 3. <br />Title: <br />Adopt Resolution 18-077 Approving 2020 MUSA Boundary Comprehensive Plan Amendment for Ramsey <br />Elementary 2nd Campus. <br />Purpose/Background: <br />The purpose of this case is a matter of clarification following the Metropolitan Council's review of the requested <br />Comprehensive Plan Amendment to reguide property associated with the Ramsey Elementary 2nd Campus from <br />Low Density Residential to Public/Quasi-Public. The Metropolitan Council is requiring that the 2020 MUSA <br />boundary be updated to reflect that the property will be serviced by public utilities in advance of 2020 as the area <br />was previously shown to be within the 2030 MUSA boundary. City Staff was not aware that the Metropolitan <br />Council considered our urban service boundary to be phased, and did not anticipate this portion of the request. This <br />case is to simply clarify the intent of the original Comprehensive Plan Amendment to allow the construction of the <br />new school in 2018. <br />Notification: <br />City Staff attempted to notify all property owners within 700 feet of the Subject Property of the original <br />Comprehensive Plan Amendment which reguided the property from Low Density Residential to <br />Public/Quasi-Public for the purpose of constructing an Elementary School. That notice was sent via U.S. mail and <br />published a notice of public hearing in the Anoka Union Herald, the City's official newspaper with the original <br />Comprehensive Plan Amendment. <br />The Comprehensive Plan Amendment was clearly approved with the intention to allow a new public school to be <br />constructed in 2018. All site plan cases and Comprehensive Plan Amendment Cases anticipated construction in <br />2018. The fact that we are distinguishing between the 2020 MUSA and the 2030 MUSA is a technicality that <br />wasn't anticipated. <br />This clarifying comprehensive plan amendment which would revise the 2020 metropolitan urban service area <br />(MUSA) does not alter the intent or outcome of the previously approved Comprehensive Plan Amendment which <br />included the required public hearing. <br />Observations/Alternatives: <br />Upon submission of the requested Comprehensive Plan Amendment to reguide the Subject Property from Low <br />Density Residential to Public/Quasi-Public for the purposes of constructing the Ramsey Elementary Second <br />Campus the Metropolitan Council indicated that the City would also need to amend its 2020 Metropolitan Urban <br />Service Area (MUSA) boundary to include the subject property. With the 2030 Comprehensive Plan the Subject <br />Property was shown as being within the 2030 MUSA boundary and because it will be serviced within the 2020 time <br />period the 2020 MUSA Boundary must be amended to include that subject property. <br />
