CC Regular Session 4. 10. <br />Meeting Date: 04/09/2018 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Adopt Resolution #18-071 Hiring Seasonal Public Works Maintenance Workers and Temporary Interns <br />Purpose/Background: <br />The purpose of this case is to request authorization to hire Seasonal Employees and Temporary Interns. Annually <br />the City employs Seasonal Public Works Maintenance Workers to perform work in the Parks, Streets, and Utilities <br />Divisions of Public Works and Interns to work in Administrative Services, Community Development, Engineering, <br />and Parks. <br />The process to fill these positions includes an open competitive recruitment, interviews, background checks, <br />pre -employment testing, City Council approval to hire and on -boarding. <br />At this time, staff selected two qualified semi -entry level seasonal candidates (to work in the semi -entry level <br />seasonal role per the 2017 - 2018 AFSCME labor agreement) and five qualified interns. All candidates have passed <br />the pre -employment screenings and staff recommends hiring the candidates listed below. <br />Notification: <br />Semi -entry level seasonal pay: Per the AFSCME labor agreement, semi -entry level employees working up to 7 <br />months earn 80% of the step one Public Works Maintenance Worker wage. The 2018 union contract includes a <br />wage increase of one-half percent on July 1, 2018. Therefore, the semi -entry level seasonal pay will increase to <br />$17.42 per hour on July 1, 2018. <br />Intern pay: The intern pay scale is $12.00 per hour to $14.00 per hour, depending on qualifications. <br />Observations/Alternatives: <br />Option #1 Hire the selected 2018 Seasonal Public Works Maintenance Workers and Temporary Interns. <br />Option #2: Do not hire the Seasonal Public Works Maintenance Workers and Temporary Interns. Staff does not <br />recommend this option due to the inability to meet the highly labor intensive seasonal work demands in the Public <br />Works Department; as well as the much needed support provided by the temporary Interns. <br />Funding Source: <br />The funding required to fill these positions is included within the approved 2018 budget. <br />Recommendation: <br />Staff recommends option # 1 above, hiring the following 2018 employees on or near the dates listed below: <br />1) Semi -entry level seasonal employees: Tim Barrett and Tom Marks, effective April5, 2018 at $17.33 per hour <br />with a wage increase to $17.42 per hour effective July 1, 2018; and <br />2) Temporary Interns: Administrative Intern, Heather Mohr, effective, May 15, 2018 at $13.00 per hour; <br />Engineering Intern, Brandon Jensen, effective May 8, 2018 at $13.00 per hour; Engineering Intern, Hannah <br />Hoekman, effective May 29, 2018 at $13.00 per hour; Parks & Recreation Intern, Eric Chuba, effective, April 16, <br />2018 at $13.00 per hour; and Planning Intern, PeggySue Imihy, effective April9, 2018 at $14.00 per hour. <br />
