CASE #: ~ <br /> <br />REQUEST FOR SKETCH PLAN APPROVAL OF <br />RUM RIVER MEADOWS; <br /> CASE OF NATIONAL GROWTH, LLC <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />National Growth, LLC submitted a sketch plan to develop a residential detached townhome <br />subdivision on the property generally located east of Potassium Street and south of 157th Lane. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) Letter from Ramsey residents affected by the Shade Tree Cottages and Rum River <br /> Meadows sketch plan applications <br />d) Email from Gary Maxson <br />e) City Staff Review Letter dated December 30, 2004, revised January 21, 2005 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a proposed subdivision be Sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property: <br /> <br />Observations: <br /> <br />The subject property is I0 acres in size and zoned R-1 Single Family. City Code restricts density <br />to three units per acre or up to four units per acre through a PUD that can include townhomes. <br />The sketch plan is proposing to plat the property into.28 detached townhome units for a density <br />of 3.2 units per acre. The subject property will need to be rezoned to PUD and the required <br />rezoning application will need to be submitted in conjunction with the preliminary plat. <br /> <br />City Code requires PUD subdivisions to be subject to the site plan process. Staff will refer to the <br />standards established in the R-2 District when reviewing setback and dimensional requirements <br />on the site plan. The required site plan :application should be submitted in conjunction with the <br />preliminary plat submittal. <br /> <br />The sketch plan is proposing to gain access from Potassium Street. Potassium Street is currently <br />an unimproved public street (i.e. gravel road).: In order to facilitate development within Rum <br />River Meadows, Shade Tree Cottages (proposed sketch plan located to the west), and to better <br />serve existing residents along Potassium Street, it would seem beneficial to upgrade Potassium <br />Street to urban street standards. Preliminary discussions have been initiated relating to the City <br />participating in cost to upgrade the street. Details will need to be discussed as part- of the <br />preliminary plat review. -- <br /> <br /> <br />
