CASE # <br /> <br />ADOPT RESOLUTION TO ESTABLISH MEMBERSHIP AND REPRESENTATION <br />ON THE ENVIRONMENTAL POLICY BOARD; CASE OF CITY OF RAMSEY <br /> By: Asst. CommnnitY DeVelopment Dir./HRA Exec. Dir Sylvia Frolik <br /> <br />Background: <br /> <br />In 2002, the City Council established an :Environmental Policy Task Force to review and <br />recommend action relating to preservation of trees and wetlands. As a result, a tree preservation <br />ordinance was adopted in 2004. The Task Force is currently working on a wetland buffer <br />ordinance. <br /> <br />Observations: <br /> <br />On December 14, 2004, the City Council adOPted an ordinance to amend City Code to establish <br />an Environmental Policy .Board to serve as an advisory body to City Council on matters relating <br />to the preservation of Ramsey's natural environment. <br /> <br />The ordinance adopted on December 14 establishes the scope and responsibility of the Board. <br />Chapter 2 (Boards and Commissions) of City Code establishes the basic rules for operation of <br />boards and commissions relating to compensation, attendance policy, term limits, meetings, etc. <br />As for membership, Chapter 2 simply states that boards and commissions shall consist of no <br />more than 9 members and 2/3 of the membefs must be residents of the City. <br /> <br />The next step in the process is to establish:the membership number and representation on the <br />Board and direct City Staff to proceed to advertise to fill the positions. <br /> <br />Recommendation: <br /> <br />The Environmental Policy Task Force (EPTF) discussed membership and representation at their <br />December 14, 2004 meeting. They have recommended that the Environmental Policy Board be <br />established with 7 voting members; 1 from bach of the 4 wards and 3 at large. All 7 members <br />should be residents of the community. There should also be two non-voting, ex-officio members <br />representing City Council and City Staff:: In furtherance of the Board's commitment to <br />education on environmental matters, they are requesting Council's approval to have a non-voting <br />student intern position available on the Board. The Proposed resolution is enclosed for revieW. <br /> <br />Council Action: <br /> <br />Motion by Councilmember and seconded by Councilmember <br />Resolution #05-01- establishing a 7 member EnVironmental Policy Board. <br /> <br />to adopt <br /> <br />-and- <br /> <br />Motion by Councilmember and seconded by Councilmember to direct City <br />Staff to proceed to advertise to fill the positions on the Environmental Policy Board. <br /> <br />Review Checklist: <br />Community Dev.
