· Urban Growth Plan Development'gcenm'io "C" Density Retrofit <br /> <br />Councihnember Cook noted Councilmember Elvig had discussed the possibility of higher <br />densities in areas to give a developer incentive to provide things like trails, parks and greenspace. <br />He noted this relates to the discussions of clustering, which provides one way to protect <br />greenspace. He stated there is a big chunk of land between the MUSA and Trott Brook that has <br />problems because of the 2 ½ acres lots. <br /> <br />Commissio~er Van Scoy stated he does not see any greenspace gained by providing additional <br />densities. ~ <br /> <br />Councilmember Strommen indicated the Open Space plan is not included in this information and <br />it needs to be part of this. <br /> <br />The Council and the Planning Commission discussed densities. <br /> <br />Mr. Gordon explained the idea is to find a way to get the water and sewer to the undeveloped <br />parcels. After that question is answered the next question is what happens to the Rural Estate <br />neighborhoods. It needs to be considered if. those neighborhoods want urban services in the <br />future or if there is pressure for them to sPlit int° halves. The policy framework would be that <br />this area would allow for urban density of three units per acre. It is the manner in which that <br />happens that is the implementation side of that. : <br /> <br />Commissioner Johnson stated he understands if the developer will be paying to bring server and <br />water into the northern area and the properties Will not be assessed, that the desire would be to <br />have the land worth a lot more up there by putting in higher density. However, he is having <br />trouble understanding how large greenspaces will be accomplished without a sophisticated <br />ordinance. It would be difficult to tell someone that has a 40-acre tract that they can only put 12 <br />units on it, as they will want to maximize the value they paid for the land. He noted typically the <br />cost of the sewer and water has been assessed to the landowner. <br /> <br />Counci hnember Elvig eXplained Oakwood Development has offered to pay to drive the pipe into <br />the northern area.
