Mr. Chromey indicated this plan is based on a 20-year forecast and will be able to compute the
type of roadway and the right-of-way that .should be preserved.

Commissioner Johnson questioned why there is not road planning done in the area north of Trott
Brook.

Mr. Chromey explained that there is some connectivity shown through the area on a major
collector level. Corridors are shown that are meant to provide cross-community connectivity.
The intent of the residential streets are to provide connections between neighborhoods. He
indicated some flexibility should be left as development occurs.

Commissioner Johnson stated there have been a lot of developments approved north of Green
Valley Road, and one of the things that has been Challenging is approving things that are a dead-
end situation. His view would be to give some thought to the roads in this area, as the plan can
be tweaked as needed.

Cmmciln~ember Elvig inquired what demographic studies were taken into account with this
information, as Ramsey is a collector for the entire northwest portion of the County.

Mr. Chromey replied the travel demand model takes Anoka County into account and will be a
piece of the regional traffic travel model.

Councilmember Elvig suggested greenspace be considered close to the road on major arterial and
collector streets where people appreciate it; He noted this would require the houses being closer
together.

Commissioner Jeffrey questioned when the County will be communicated with regarding the
traffic. He stated the County should be sitting at the table with the City as this is studied.

Mayor Gamec commented the County runs into funding problems.

Commissioner Johnson stated the County also has to deal with priorities. He stated
Commissioner Langfeld was incredibly successful getting a lot of funding for Lino Lakes.
Commissioner Berg represents Ramsey and is a key player in transportation.

Mr. Chromey indicated building this roadway system will be a partnership between the City,
County and State. The County and State get mOre bang for the buck when the local cities come
forward.

Mayor Gamec commented Highway 10 has been mapped out with the State, and something
similar needs to be done with the County.

Commissioner Brauer expressed concem that there is only one principal arterial shown. He
stated with the explosion on Highway 10 the City was gridlocked, and if there had been another
major incident in the City there would havebeen problems getting people there in time.

City Council/January 4, 2005
