Mr. Chromey explained Highway I0 is considered a principal arterial with the primary purpose
to connect large urbanized areas. He reviewed the other arterial roadways shown in the plan.

Commissioner Van Scoy expressed concern with the concept of going towards smaller lots in
order to get the greenspace the City wants. He stated there could be less housing and the
greenspace could still be achieved. ~

Councihnember Strommen noted there may already be room for the greenspace without changing
the density.

Councihnember Elvig commented the developer has to pay for the land and the infrastructure and
what thc developer can do needs to be considered. There are other tools available, and one
option could be to purchase conservation easements. All of the tools should be available to the
City when talking to the developer.

Councihnember Cook stated some of these things might be worked out with a development
agreement or an ordinance that dictates not onlY park dedication but greenspace dedication as
well. In some situations the City might want to take cash in lieu of land, which is currently done
with parks.

The consensus of the Council and the Planning Commission was to schedule another joint
meeting to discuss the Comprehensive Plan Amendment.

MAYOR AND COUNCIL INPUT

1) City Council Meetings

Mayor Gamec reviewed the following feedback he received from council members in regard to
City Council meetings:

· Be recognized before speaking
· Stay away from philosophy statements
· Attire should be professional

City Administrator Norman indicated he will include all of the comments in the weekly update.

Mayor Gamec indicated he will be setting a tentative list of committee structures. The
corem ittee members will be able to change Chairs once the committees start if they would like.

2) Upcoming Planning Commission Meeting

Commissioner Nixt indicated he would like input from the Council regarding two items on the
upcoming Planning Commission meeting concerning development by John Peterson.

City Council/January 4, 2005
