(HUD). Anoka County awards the funds to communities with qualifying projects. A maximum of 15 percent of the total CDBG grant to the County may be used for public service agencies and 20 percent may be used for planning and administration purposes. Proposed projects must meet one of thc national objectives, which are to benefit low to moderate income persons; eliminate slum and blight; meet an urgent need. The fUnds requested for any one project cannot exceed $300,000.00. Funds may be used for hoUSing, public facility needs, senior and youth programs, infrastructure, planning purposes, economic develOpment activities, and historical preservation. Ms. Frolik indicated applications for 2005 CDBG funds are due to the county by January 14, 2005. Continuing with the theme of redeVelopment to remove existing blight and in this case, to also complement the Town Center project, staff has identified the St. Paul Terminal property (f'ormerly known as Danny's Tranny). Acquisition of the St. Paul Terminal property would allow the City to continue redevelopment effort's ~in Gateway Industrial Park North Plat 2. Staff is req uesti ng City Council authorization to submit an application to Anoka County for CDBG funds in the amount of $300,000 to assist in the acquiSition of Lot 1, Block 4, Gateway Industrial Park Plat 2. Motion by Councilmember Strommen, seconded by Councilmember Elvig, to adopt Resolution #05-01-021 directing City Staff to make application to Anoka County for CDBG funds in the amount of $300,000 to assist in the acquisitiOn of the St. Paul Terminals property and Lot 1, Block 4, Gateway North Industrial Park Plat 2. Further discussion: Councihnember Elvig noted he would like to lobby that in the future public works needs, which are also included in the grant, be addressed. Assistant Community Development Director/Executive HRA Director Frolik indicated staff will look into this. Public Works Director Kapler asked if there any COncerns regarding potential contamination on the site. City Attorney Goodrich indicated he is quite certain a Phase One was completed on the site. Councihnember Elvig noted this is just an application for a grant. He suggested if the City moves Forward to purchase the property it be contingent on the clean up of the property. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Jeffi'ey, Olson, and Pearson. Voting No: None. Case #9: Consider Changes to the Wetland Observation Pier for Wetland l14P Assistant Public Works Director Olson explained as part of the planning process for approval for the Ponds subdivision and as referenced in the CIP, staff is working towards the construction of the observation pier overlooking wetland 114P located near Flintwood Terrace Park. The project is to construct a pier/board walk within the southeast portion of Wetland 114P. At the time that the project was approved the estimated cost of the work was $9,000. The $9,000 appropriation was from the Park Trust Fund, essentially Park Dedication monies from the Ponds subdivision. Upon inspection of the site, staff concurred that by adding a connection to create a loop configuration instead of "pier" the accessibility to the pier could be increased, and encourage more users by allowing them to continue in the direction of their travel.
