provide a positive image for this business The Property is located outside of any TIF districts so
it would be necessary to find a different method of funding the demolition. The EDA has not
funded demolition in the past and it would be. setting a precedent for possible future projects.

Economic Development / TIF Specialist Sullivan advised the City of Ramsey has been playing
an active role in facilitating developmentiand redevelopment in the City. The EDA is primarily
focused on facilitating Redevelopment in the Critical Blight Redevelopment Area (CBRA).
There are some properties outside of this area that are in need of acquisition and/or
redevelopment as evidenced by the Alloy Recovery site. There currently is not a quote available
for demolition of the site but we may be able to save money through economies of scale with the
Demolition of the old Spohn property at the same time. Based on past demolitions a cost of
anywhere between $5,000 and $20,000 is expected. Staff is looking for a recommendation to
have the EDA fund the demolition of 14280 Sunfish Lake Boulevard NW.

Member Strommen inquired of the plan for the eventual use of the property if the buildings are
demolished. Economic Development / TIF Specialist Sullivan replied he believes there was
discussion at some point to purchase the property for use of a parking lot and expansion of the
Life Fitness building at some point. Another way to look at it this is that over time if other
businesses in the area are redeveloping a frontage system could be developed. He does not see
an immediate need for the property, but he does see a need to clean it up. The EDA may want to
come up with a plan for the whole area after the clean up.

Member Steffen questioned if the EDA woUld get their $20,000 back if they sell the property.
Economic Development / TIF Specialist sUllivan replied he would not think so, as the EDA did
not contribute in purchasing the property.

Member Kurak noted the EDA would contribute to the improvement of the property. Economic
Development / TIF Specialist Sullivan indicated this could be discussed.

Motion by Member Kurak, seconded by Member Strommen, to allocate funds necessary to
demolish the structure at 14280 Sunfish Lake Boulevard at a cost not to exceed $20,000.

Motion carried. Voting Yes: Chairperson Riley, Members, Kurak, Strommen, LeToumeau, and
Steffen. Voting No: None. Absent: Members Gromberg and Kiefer.

Case/t4: Staff Update

The EDA reviewed the staff update. Associate Planner Wald reviewed the following issues:

· Old Town Hall will be led by the Assistant City Administrator through the City Council
at this time, however, the EDA may be asked to weigh in at a later date related to location
and specific use.
· Staff received a letter on July 28, 2004 from Dom Law Firm, who is representing Bob
Muller, stating their displeasure with the City and their willingness to initiate a law suit.
The City Attorney will need to review the letter and give staff direction on how to

Economic Development Authority/August 9, 2004
Page 6 of 12
