Member Gromberg stated the signs should have poles in the ground. They should be good
quality and made with outdoor material.

The consensus of the EDA was to direct staff to come back to the Board with a couple designs
and dollar amounts, and suggested language for the signs at the next EDA meeting.

Case #2: A Year in Review/2005 Work Plan

Economic Development / TIF Specialist Sullivan reviewed with the EDA that during the August
EDA meeting, staff reviewed numerous projects initiated and completed by the EDA during the
past year. The case confirmed how active the City continues to be in redeveloping blighted
properties for quality development. Economic Development Consultant Mulrooney will discuss
financing of projects and grant/loan opportunities the City can offer to businesses. He indicated
the Board's packet includes a spreadsheet that details redevelopment projects with the number of
jobs created, building square footage, and dollar valuation.

Economic Development / TIF Specialist Sullivan indicated also included in the Board's packet is
information regarding loans and programs offered in some other cities and information obtained
through DEED's website. Also included is a copy of the City's Revolving Loan Fund
Guidelines. The Board should discuss the City's current loan availability, policy for issuing a
loan, and discuss any other opportunities for new programs.

Chairperson Riley suggested the spreadsheet be maintained and updated periodically.

Economic Development Consultant Mulrooney suggested the spreadsheet include the number of
projects to give the EDA an idea of what staff is doing. He stated in comparison to what other
communities are doing the EDA in Ramsey can be proud. This is not happening in a lot of cities
in the metro area, and a lot of contractors are hungry for work right now.

Chairperson Riley inquired what makes Ramsey different from other cities. Economic
Development Consultant Mulrooney replied it was well known there was free land for projects
with the tax increment scenario that was started in concert with Anoka's Enterprise Park. The
rest of the metro area was trying to determine how to get that done. In Ramsey they are able to
establish redevelopment districts. Ramsey has set aside enough land for industrial development
to happen where a lot of other cities, such as Andover, have very little land available, if at all, for
this type of thing to happen.

Member Gromberg commented this will change when the redevelopment comes to the end of its
cycle.

Member Kiefer requested information be included on the spreadsheet regarding when the TIF
districts expire.

Economic Development Authority/September 8, 2004
Page 3 of 9
