Chairperson Riley inquired if TIF District No. 2 is active. Economic Development / TIF <br />Specialist Sullivan responded in the affirmative. He explained TIF District No. 2 expires in <br />2012. Its health fluctuates from year to year. Next year dollars are planned for Highway 116 <br />improvements. Some years there is more money to work with, and other years there is a very <br />tight budget, but generally speaking the district is very healthy. <br /> <br />Economic Development / TIF Specialist SUllivan indicated the Board may want to discuss what <br />redevelopment projects are priorities to Work on for the remainder of 2004 and to continue in <br />2005. Projects could include Bakestar, Waltek Clean up, acquisition of the B & A Cylinder and <br />Debee properties, and development of the Martin, Cox and Spotm properties. He advised staff <br />has been approached by Zero Zone in regards to the Spohn property, as they are looking at an <br />expansion. He explained the City owns the Cox property, and at the last EDA meeting there was <br />discussion of redeveloping that entire area. It should be considered if the City truly wants <br />redevelopment on that property now with~ jut having a plan for that whole area. It should also be <br />considered that Life Fitness has expressed interest in acquiring that property. <br /> <br />Member Gromberg commented a redevelopment sign on the property would let people know <br />something is being done with that property. Economic Development / TIF Specialist Sullivan <br />replied he has had inquiries on that property. By putting a sign up the City would be required to <br />entertain offers for a project, which would'facilitate something happening. Member Gromberg <br />stated the City would not be required to act. It could be stated that the City is working on a <br />redevelopment project, but there are other sites available. <br /> <br />Member Strommen indicated if there is a neighborhood business that has expressed interest, it is <br />worth going back to them and asking if they are still interested. <br /> <br />Chairperson Riley noted the B & A Cylinder property may take care of itself, without assistance <br />by the EDA. <br /> <br />Member Kiefer noted the Highway 10 project will take quite a bit of property and B & A <br />Cylinder will be part of that. He stated it may behoove the City to do a mapping of the Highway <br />10 project and put properties on notice that have the potential of being affected. <br /> <br />Member Gromberg suggested the redevelopment of the Highway 10 corridor be added to the <br />EDA's list of projects. He noted they would not want new buildings where the road will be. <br /> <br />Economic Development / TIF Specialist Sullivan inquired if the City should be involved in <br />business retention and assisting in finding a new location for businesses that need to be relocated. <br /> <br />Member Kiefer stated he thinks the City has a responsibility to existing businesses. If the City <br />initiates another project that may displace an existing business they have a responsibility to try to <br />help the business relocate and stay in the community, rather than to force them out. These <br />businesses were here first, and helped Ramsey become what it is, whether that is good or bad. If <br />it is a viable business the City should take a role intrying to help them and not create an <br />economic loss for them or create lost opportunity for them. <br /> <br />Economic Development Authority/September 8, 2004 <br /> Page 4 of 9 <br /> <br /> <br />
