<br /> <br />Councilmember Kuzma introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #18-111 <br /> <br /> <br />RESOLUTION ACCEPTING BIDS AND APPROVING JOINT POWERS AGREEMENT <br />FOR SUNWOOD DRIVE AND ARMSTRONG BOULEVARD FLASHING YELLOW <br />ARROW IMPROVEMENTS, IMPROVEMENT PROJECT #17-08 <br /> <br />WHEREAS, <br /> Flashing Yellow Arrow (FYA) improvements have been implemented at <br />numerous Anoka County owned signal systems, including three signal systems within the City of <br />Ramsey in 2017; and <br /> <br />WHEREAS, <br /> Anoka County is preparing to implement FYA improvements for the signal <br />system at Armstrong Boulevard/CSAH 83 and Bunker Lake Boulevard/CSAH 116 in 2018; and <br /> <br />WHEREAS, <br /> in response to numerous requests from the public, the City of Ramsey <br />contracted with Short Elliott Hendrickson (SEH), Inc. to study the feasibility of incorporating FYA <br />th <br />operations to the signal system at Armstrong Boulevard/CSAH 83 and Sunwood Drive/147 <br />Avenue NW; and <br /> <br />WHEREAS, <br /> the SEH Feasibility Study concluded that FYA modifications are feasible for <br />th <br />the signal system at Armstrong Boulevard/CSAH 83 and Sunwood Drive/147 Avenue NW, and <br />that FYA modifications would not negatively impact driver safety or the overall operations of the <br />signal system; and <br /> <br />WHEREAS, <br /> SEH, Inc. submitted a proposal to the City of Ramsey to prepare plans and <br />specifications for the proposed FYA modifications for the signal system at Armstrong <br />th <br />Boulevard/CSAH 83 and Sunwood Drive/147 Avenue NW at a not-to-exceed cost of $6,500; and <br /> <br />WHEREAS, <br /> pursuant to Ramsey City Council resolution #17-05-105, adopted May 9, <br />2017, a contract was executed with SEH, Inc. to prepare plans and specifications for construction <br />of the proposed FYA improvements for the signal system at Armstrong Boulevard/CSAH 83 and <br />th <br />Sunwood Drive/147 Avenue NW at a cost not-to-exceed $6,500, allowing the plans to be bid in <br />unison with Anoka County’s proposed FYA improvement plans for Armstrong Boulevard/CSAH <br />83 and Bunker Lake Boulevard/CSAH 116 in 2018; and <br /> <br /> WHEREAS, <br />Anoka County received, opened, and tabulated bids on May 22, 2018, and <br />the following bids for the proposed FYA improvements for the signal system at Armstrong <br />th <br />Boulevard/CSAH 83 and Sunwood Drive/147 Avenue NW (identified as “Revise Signal System <br />D” in bidding documents) were found to comply with the advertisement for bids; and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
