(HUD). Anoka County awards the funds to communities with qualifying projects. A maximum <br />of 15 percent of the total CDBG grant to the county may be used for public service agencies and <br />20 percent may be used for planning and administration purposes. Proposed projects must meet <br />one of the national objectives, which are :to benefit low to moderate income persons; eliminate <br />slum and blight; meet an urgent need. The funds requested for any one project cannot exceed <br />$300,000.00. Funds may be used for housing, public facility needs, senior and youth programs, <br />infrastructure, planning purposes, economic development activities, and historical prese~wation. <br /> <br />Ms. Frolik indicated applications for 2005 CDBG funds are due to the county by January 14, <br />2005. Continuing with the theme of redevelopment to remove existing blight and in this case, to <br />also complement the Town Center project, staff has identified the St. Paul Terminal property <br />(formerly known as Danny's Tranny). Acquisition of the St. Paul Terminal property would allow <br />the City to continue redevelopment efforts in Gateway Industrial Park North Plat 2. Staff is <br />requesting City Council authorization to submit an application to Anoka County for CDBG funds <br />in the amount of $300,000 to assist in the acquisition of Lot 1, Block 4, Gateway Industrial Park <br />Plat 2. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to adopt Resolution <br />#05-01-021 directing City Staff to make application to Anoka County for CDBG funds in the <br />amount of $300,000 to assist in the acquisition of the St. Paul Terminals property and Lot 1, <br />Block 4, Gateway North Industrial Park Plat 2. <br /> <br />Further discussion: Councilmember Elvignoted he would like to lobby that in the future public <br />works needs, which are also included in the grant, be addressed. Assistant Community <br />Development Director/Executive HRA Director Frolik indicated staff will look into this. Public <br />Works Director Kapler asked if there any concerns regarding potential contamination on the site. <br />City Attorney Goodrich indicated he is quite certain a Phase One was completed on the site. <br />Councihnember Elvig noted this is just an application for a grant. He suggested if the City <br />moves forward to purchase the property it be contingent on the clean up of the property. <br /> <br />Motion came& Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />Case #9: Consider Changes to the Wetland Observation Pier for Wetland l14P <br /> <br />Assistant Public Works Director Olson explained as part of the planning process for approval for <br />the Ponds subdivision and as referenced in:the CIP, staff is working towards the construction of <br />the observation pier overlooking wetland 114P located near Flintwood Terrace Park. The project <br />is to construct a pier/bom'd walk within the southeast portion of Wetland 114P. At the time that <br />the project was approved the estimated cost of the work was $9,000. The $9,000 appropriation <br />was from the Park Trust Fund, essentially Park Dedication monies from the Ponds subdivision. <br />Upon inspection of the site, staff concurred that by adding a connection to create a loop <br />configuration instead of "pier" the accessibility to the pier could be increased, and encourage <br />more users by allowing them to continue in the direction of their travel.
