City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #18- <br /> 111 accepting bids and approving Joint Powers Agreement for Sunwood Drive and Armstrong <br /> Boulevard Flashing Yellow Arrow Improvements, Improvement Project#17-08. <br /> Councilmember Kuzma stated that the Public Works Committee reviewed this about one year <br /> ago and since that time there have been a few implementations of the flashing yellow arrows that <br /> have worked well and therefore he will support this request. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Johns, to Adopt Resolution <br /> #18-111 Accepting Bids and Approving Joint Powers Agreement for Sunwood Drive and <br /> Armstrong Boulevard Flashing Yellow Arrow Improvements, Improvement Project#17-08. <br /> Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Kuzma, Johns, <br /> Riley, and Shryock. Voting No: None. <br /> 7.05: Consider Adoption of Licenses <br /> Councilmember Riley stated that this case includes a request from himself and therefore he will <br /> abstain from the vote and discussion. <br /> Community Development Director Gladhill reviewed the staff report and recommendation to <br /> approve the license application contingent upon completion of background checks. He noted <br /> that this item was pulled from consent to avoid a conflict of interest because of the request <br /> included from a Councilmember. <br /> Councilmember Shryock stated that often times these items are included on consent agenda. She <br /> asked for additional details on the transient merchant/peddler/solicitor license. <br /> Community Development Director Gladhill explained that transient merchant typically resides in <br /> a parking lot of another business, using the example of a food truck. He stated that the peddler is <br /> door to door sales. He stated that solicitor is similar in that it is also door to door activity but is <br /> not product orientated and more service orientated. <br /> Motion by Councilmember Johns, seconded by Councilmember Shryock, to approve the license <br /> applications contingent upon completion of background checks. <br /> Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Johns, Shryock, and <br /> Kuzma. Voting No: None. Abstain: Councilmember Riley. <br /> 8. MAYOR, COUNCIL AND STAFF INPUT <br /> City Administrator Ulrich announced upcoming meetings and events. <br /> Councilmember Shryock stated that there are events coming up in the City this summer <br /> including the concerts in the park and youth and adult events within the parks. <br /> City Council/June 12,2018 <br /> Page 6 of 7 <br />
