Finance Officer Lund responded in the negative and explained the problem only related to <br />commercial properties. She explained building permits and plan checks are coming in $710,589 <br />over budget. <br /> <br />4) Amendment to the RTC Master Development Agreement <br /> <br />City Administrator Norman updated the Council with the status of the amendment to the Master <br />Development Agreement with RTC. He explained the amendment leaves issues that will have to <br />be addressed at a later date, but is more manageable. It will take care of a couple of items the <br />City needs and a couple of items RTC needs, and it fixes the AUAR. <br /> <br />Councihnember Strommen expressed concern that the only businesses that will be able to afford <br />the assessments in the core area are chains, and they had wanted to have incentives to get unique <br />stores. <br /> <br />City Administrator Norman replied that is a good point. The point is to have some costs covered, <br />and it would be beneficial to set that district up before anyone moves in and purchases it. <br /> <br />Mayor Gamec commented it would be nice for the businesses coming in to know about the <br />assessment. He would like to make sure it is paid for through that district and not overall. <br /> <br />City Administrator Norman indicated in addition to the land for City Hall and the parking ramps, <br />RTC is offering the City Outlot B for the cinema for revenue for the City. RTC will be talking to <br />the bank next week, and Tom Bray is fairly confident they will be able to move ahead. He <br />indicated the City needs this agreement, as they have a special taxing district with the master <br />development agreement that they cannot do anything with. <br /> <br />Mayor Gamec directed staff to schedule a meeting with all of the appropriate parties to discuss <br />the amendment. <br /> <br />MAYOR AND COUNCIL <br /> <br />1) Mailboxes in Cul-de-sacs <br /> <br />Public Works Director Kapler explained the City has a policy on mailboxes in cul-de-sacs and <br />there are a handful of people refusing to move their mailboxes. Staff is recommending that the <br />City move the mailboxes. <br /> <br />Counci lmember Elvig asked if the property owners would be billed. <br /> <br />Public Works Director Kapler responded in the affirmative. <br /> <br />Councilmember Strommen asked if there is a postal service policy. <br /> <br />City Council Work Session/November 3, 2004 <br /> Page 4 of 5 <br /> <br /> <br />
