o Exercise No. 3: Issues Ramsey should address by 2030
· Assumption going into the Comprehensive Plan Update

Councilmember Elvig questioned if the Met Council was recently looking at the capacity south
of Trott Brook.

Mayor Gamec replied originally the Met Council did not want the Trott Brook area to go beyond
a certain amount, however, at this time the Met Council does not have a problem if the City
wants to expand and the capacity is available. There may be some problems with the sizing of
pipe in the interceptor and the enlargement of pipe in a couple of areas, and that issue is going
through the process at this time.

Mr. Gordon indicated the consultant team and staff are aware of this. This has been ongoing
since the process began and it is difficult to assume what would happen in this area.

Community Development Director Trudgeon noted when clusters were discussed at the last work
session there were some residents present:that were disgusted with the 4 in 40 and would like to
see action on that. Up to this point the only direction to staff has been to be consistent with the
Sewer and Water Comprehensive Plan.

Mayor Gamec commented there have been many requests coming in from the area north of Trott
Brook.

Mr. Gordon reviewed the following information:

· Observations
· Urban Growth Plan of Development Opportunities and Constraints
· Urban Growth Plan Development Scenario "A" Low Density Infill
· Urban Growth Plan Development Scenario "B" Suburban Retrofit
· Urban Growth Plan Development Scenario "C" Density Retrofit

Councihnember Cook commented if there will be commercial nodes there will be a need for
higher density housing around the nodes. He commented the positive thing around the Rum
River commercial area is that there is a park adjacent to the area, which allows a higher density.
He suggested the Comprehensive Park Plan be looked at in order to accomplish parkland
adjacent to the other two commercial nodes.

Mi'. Gordon replied parks would certainly be something to look at. However, he would not
advise building parks based on this information, as it is quick development scenarios.

Councihnember Cook stated good planning is done well ahead of time, and whether it is now or
20 years from now the commercial nodes will be needed. He stated it would not be right to only
plan south of Trott Brook right now.

City Council Work Session/January 4, 2005
Page 2 of 4
