Councihnember Elvig concurred. He stated with the density retrofit scenario, densities outside of <br />the traditional norm need to be considered. If there are going to be greenway corridors some of <br />the areas will need to have the density compressed. <br /> <br />City Administrator Nonnan noted 1/3 of the City is north of Trott Brook, and staff has discussed <br />this with the consultant. This area will require attention. <br /> <br />Councilmember Cook expressed concern with the planning that occurred south of Trott Brook <br />and stressed that the area north of Trott Brook should have better planning. <br /> <br />City Administrator Norman indicated the ordinance being considered would likely do away with <br />the Rural Preserve and 2.5 acre type development and would allow cluster development. Sewer <br />and water is not anticipated in the area north of Trott Brook in the near future. <br /> <br />Mayor Gamec commented that there have been discussions of the area on the northwest corner of <br />Armstrong Boulevard and 181 st Avenue becoming a node with a grocery store. <br /> <br />Councihnember Strommen stated she likes the idea of identifying potential commercial nodes <br />and parks on the map. She expressed concern in making sure the townhome market around <br />Town Center fills up before pushing further north. <br /> <br />Mr. Gordon indicated rural cluster development to the north is an option, as it a little different <br />and might not take on as strong. <br /> <br />Councihnember Elvig stated he agrees with Councilmember Strommen regarding housing <br />around Town Center. He commented enough growth is needed to sustain the cash flow that is <br />being invested into Town Center. <br /> <br />Councihnelnber Pearson commented the last large parcels of open land are to the northeast and <br />there will be a lot of pressures with land value to run water and sewer up in that area. Once it is <br />determined where the pipe will run the densities will likely stay close to the pipe. He would like <br />to see the density close to Town Center first, but the density will go towards the north. <br /> <br />Councilmember Strommen stated the land use policy needs to be set so the more difficult areas <br />develop first. <br /> <br />The Council discussed that the area north of Trott Brook needs to be included in land use <br />planning discussions. <br /> <br />Councilmember Elvig suggested the consultant study the area north of Trott Brook as the next <br />phase. He suggested the current Comprehensive Plan Amendment discussions continue with the <br />areas of the City that have been presented in the development scenarios tonight. <br /> <br />Mi'. Gordon indicated any adjustments to the development scenarios that need to be made prior to <br />the public open house should be discussed.
