P34 <br /> <br />Further discussion: Mayor Pro Tim Zimmennan commented there has not been a lot of money <br />put into this area for improvements. He is glad to see the interest in this area and the attempts <br />to improve the garage. Councilmember Elvig indicated he is not sure if the funding approach <br />is exactly where the Council ultimately sees this, and the funds will have to be manipulated as <br />they go. That should be worked out in the future. Councilmember Kurak inquired what is <br />actually meant by a temporary building. Public Works Director Kapler replied it will basically <br />be a. unit in the parking tot until there is no longer a use for it, at which point it would be sold. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tern Zimmerman, Councilmembers Elvig, Cook, <br />Kurak, and Pearson. Voting No: None. Absent: Mayor Gamec and Councilmember <br />Strommen. <br /> <br />Case//4: Report from Personnel Committee <br /> <br />Councilmember Cook indicated most of the cases the Personnel Committee discussed were <br />voted on two weeks ago in the Council meeting as direction. <br /> <br />1) Consider Authorization to Begin Recruitment Processes for New Positions <br /> <br />Human Resources Manager Reed advised this was discussed at the last Council meeting. The <br />discussion revolved on how to prioritize the recruitments for 2005. She is now asking for <br />authorization to begin recruiting for the positions in the 2005 budget. The recommendation of <br />the Personnel Committee was to recommend that the City Council authorize the recruitment <br />process. The second part of this case relates to the Fire Secretary position, which is included in <br />the 2005 budget as a part time position. The Mayor has requested that position be full time. <br />The Personnel Committee has recommended keeping the position as parMime. <br /> <br />2) Consider Authorization to Hire a Patrol Officer <br /> <br />Human Resources Manager Reed advised this case is to consider authorization to 'hire a patrol <br />'officer. One officer has already been recruited, and this is the request to authorize to recruit for <br />the second position on the list. The Personnel Committee recommended approval of the <br />authorization. <br /> <br />3) Consider Approval of 2005 Department Reorganizations <br /> <br />Human Resources Manager Reed advised this case is the consideration of approval of the 2005 <br />department reorganizations. This has been discussed several times and the Personnel <br />Committee recommended approval. <br /> <br />4) <br /> <br />Consider Ratification of the Appointment of a Human Resources Technician <br /> <br />Human Resources Manager Reed reviewed that staff was given authorization at the November <br />23, 2004 meeting to hire an HR Technician at an hourly wage not to exceed $17.69. Staff is <br /> <br />City Council/December 14, 2004 <br /> Page 12 of 33 <br /> <br /> <br />
