In <br />addition, this year, staff is inti'oducing a new benefit: an employee assistance program (EAP) <br />administered by T.E.A.M. The purpose of the employee assistance program is to provide <br />employees with confidential counseling: services related to marriage, stress, finances, legal <br />issues, etc. Also, in the past the citY~ has administered its flexible Spending plan in-house. <br />Staff is proposing that the flexible spending plan be out-sourced to Passport for 2005.
