10) Consider Authorizing a COLA for Non-Union Employees for 2005 <br /> <br />Human Resources Manager Reed advised this case is the consideration of; a cost of living <br />increase for non-union 6mployees. Staff recommends the same increase as for union <br />employees. The Personnel Committee recommended approval. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to ratify the <br />recommendation of the Personnel Committee for Case Nos. 1 through 10 and to: <br /> <br />Adopt Resolution #04-12-376 to grant authorization to immediately~ begin the <br />recruitment process for an Assistant Finance Officer, Public Works Maintenance <br />Workers (2), Building Inspectors (2), Patrol Officer, Fire Secretary (part-time), and <br />other increases in personnel as indicated in the 2005 budget <br />Adopt R, esolution #04-12-377 to grant authorization to hire a patrol officer at an hourly <br />wage not to exceed $21.65. The selected individual will begin employment on or after <br />January 3, 2005 and the individual's name will be presented to the City Council for <br />ratification at the January 11, 2005 city Council meeting. This appointment will be <br />contingent.upon successful completion of criminal and driver's license background <br />checks, reference checks, and passing a pre-employment physical and drug screen. Ali <br />other personnel policies will apply normally. <br />Adopt Resolution #04-12-378 to create a Utilities Division by moving tw° Maintenance <br />Workers from their current division(s) to the newly created Utilities Division, create a <br />part-time Fire Secretary position, promote the current Fire Inspector to Fire Marshall, <br />promote the current Assistant Community Development Director to Director and <br />reclassify the current Community Development Director to Assistant Community <br />Development Director/HRA Executive Director, move the TIF Specialist from the <br />Finance Department to the Community Development' Department, create an Assistant <br />Finance Officer position. <br />Adopt Resolution #04-12-379 to ratify the appointment of Colleen Lasher as a Human <br />Resources Technician at an hourly wage of $17.69. This appointment is contingent <br />upon successful completion of criminal and driver's license background checks, <br />reference checks, and passing a pre-employment physical and drug screen.
