She <br /> requested that the Council get these re¥ieWs back to her by December 24th. She will compile <br /> all of the informatiOn and woUld.eXpeCt :the! Closed session would occur sOmetime during the <br /> new year. <br /> <br /> Case #5: Report from pUblic Works Committee <br /> <br />1) Consider Request from Savannah Oaks Residents Regarding Speed and Noise <br /> Concerns <br /> <br />· Assistant Public Works Director OlSon explained the City received a letter from residents of <br />thc Savannah Oaks 'senior apartment bu, ilding regarding noise and speed concerns from traffic <br />in the area of the apartment bUilding. The residents, have expressed concern primarily over the <br />issue .of noise, which relates somewhat t°speed but also to driver attitude and condition of <br />vehicles. The residents have suggestedl cons.ideration of a noise mitigation barrier along CR 5. <br />Staff informed the residents there is a ¢°unty policY that does not allow this for new residents <br />moving in after improvements have been done on a county rsad. He explained there is a severe <br />grade, so people do tend to accelerate to get up the hill. One of the things suggested in the case <br />was to ask for inCreased enforcement.. ~There has been some discussion with the Police <br />Department that there is not a .lot of additional enforcement that can be done in this area due to <br />the grades and the stop sign. The moti6n before the Council is to ratify the recommendation of <br />the Public Works committee, to direct i the Police Department to work with the senior <br />apartment residents to focus enforcement activities to abate excess noise. He noted staff is not <br />confident that a lot that can be done in [his situation. A noise wall wOuld be extremely tall and <br />ineffective in this situation. " <br /> <br /> Mayor Pro Tem Zimmerman asked if .the City has a noise ordinance that would relate to the <br /> trucks that arejake-breaking. <br /> <br />Police Chief Way replied that is c0vered:by Minnesota State Statute.
