CASE <br /> REQUEST FOR PRELIIMINARY SITE PLAN REVIETM <br /> FOR [L~MSEY~IU~t~ICIPAL PARKING FACILITY <br /> CASE OF CITY OF RAMSEY <br /> By: Patrick Trudgeo~, AICP, Community Development Director <br /> <br />Background: <br /> <br />The CiD' of Ramsey is proposing to deYelop' a four-story, 800 stall parking structure in the <br />core of the Ramsey Town Center. T~,e parking structure is;proposed to be built in two <br />phases. The first phase will occur in; 2005 and construct 630' stalls. The s'econd 'phase <br />will occur in 2009 and is proposed to construct an additional 210 stalls. The parking <br />structure will serve the parking needg for the Town Center core, the adjacent Ramsey <br />Municipal Center, and present and future :transit services (Park and Ride, Northstar, etc.) <br />The structure will be located:on Civic Center Drive with an access from Sunwood Drive. <br /> <br />The following items are enclosed foryour inf..ormation: <br /> <br />~) <br />b) <br />~) <br />d) <br /> <br />Site location map <br />Site Plan Narrative submitted by LSA Design dated January, 2005 <br />Site plan <br />City Staff review letter dated. January 28, 2005 <br /> <br />iNotification: <br /> <br />Site Plans do not require a public hearing therefore no notice was sent out. <br /> <br />Observations: <br /> <br />The need for structured parking within the Town Center was identified early in the planning <br />process as being critical. The utilization 6f parking structures, while costly, will dramatically <br />reduce the need for surface parking in the TOwn Center C, pre and allow for bu_ildings t° be <br />dense and vertical. The use of parking s~rUctures also pt~oyides for a more pedestrian friendly <br />experience in the core..il-... <br /> <br />The site is currently'zoned TC-1 Town Center Mixed Use Core. <br />a permitted use. . <br /> <br />Municipal facilities are <br /> <br />The Ramsey Municipal Center and City parking structure will be located on 5.69 acres. <br />The TC- 1 Towi: Center Mixed USe Core reqUires a Floor Area Ratio (F.A.R.) of 1.0. For <br />this site, a F.A.R. requires 247,856 square feet of building. The Ramsey Municipal <br />Cen[er is 69,070 square feet. The City parking structure will be 207,000 square feet. <br />The total square footage on the site is 276,070 square feet equaling a F.A.R. of 1.1, which <br />exceeds the required F.A.R.
